Primary Purpose

The Assistant Director Campus Services – Grounds/Custodial coordinates, supervises, and manages grounds and custodial staff, projects, and activities to ensure that goals and objectives align with COCC’s mission and strategic initiatives. This position programmatically plans, schedules, supervises, directs, and acts as backup to the work of personnel engaged in all grounds and custodial functions of the College for the Bend, Redmond, Prineville and Madras campuses.

Essential Duties and Responsibilities

Oversight of Grounds and Custodial:

  • Grounds responsibilities include maintenance of the campus grounds, landscaping projects, irrigation maintenance and repair, hardscape repairs, parking lot maintenance, exterior signage, campus shuttle, event set-ups and office moves, and coordination of snow removal.

  • Custodial responsibilities include cleaning of all classrooms, restrooms, and public interior spaces, coordination of contracted and temporary custodial staff and supplies.

  • Lead the work with landscape contractors, hardscape contractors, and the grounds team, to design and repurpose outdoor spaces to create student, employee and community gathering spaces.

  • Responsible for purchase of Grounds and Custodial supplies and equipment; test and evaluate proposed new equipment.

  • Responsible for preparing, negotiating and administering proposals and bids for Grounds and Custodial-related projects.

  • Create and administer outside contracts for landscape, hardscape and custodial contracts in accordance with COCC policy. This includes coordinating temporary custodial needs through hiring of temporary personnel and contracted services.

  • Coordinate Custodial and Grounds equipment maintenance, both in-house repairs and service contracts. Responsible for maintenance of Grounds and Custodial vehicles, including the campus shuttle when in use.

  • Develop a budget and create and manage long-term goals and projects for Grounds and Custodial. Prepare, recommend changes, and manage assigned Grounds, Custodial and shuttle budgets. Ensure all Grounds and Custodial invoices are approved and submitted to Fiscal for prompt payment.

  • Responsible for the coordination of snow removal at all College locations through the oversight of Grounds, Custodial, and Building Maintenance teams as well as outside contractors.

Leadership and Supervision:

  • Supervise custodians, grounds specialists and temporary employees, including hiring, onboarding, planning and prioritizing work, on-going training, professional development, and performance evaluation. Hold regular staff meetings, focused on teamwork, communication, collaboration, resource planning and workload assignment. Review and approve time sheets accordingly.

  • Communicate with Custodial and Grounds Lead(s) daily including but not restricted to issues regarding staff, progress of projects, employee Leave granted, special events, supplies, and off campus appointments.

Program/Project Management:

  • Participate in analysis and project management regarding Grounds and Custodial needs. Determine the necessary time, equipment, material, personnel requirements, and costs.

  • Serve as the College’s Integrated Pest Management Coordinator by implementing the requirements of the College’s IPM Master Plan with the assistance of Grounds and Custodial staff. Create and maintain invasive species and pest control plans, treatment records, pest control contractor negotiations, and keep up to date on technologies, industry practices and state or other regulations. Incorporate state-mandated IPM principles into weed control practices.

  • Coordinate and manage staffing needed to support ADA classroom furniture needs, as well as all event set-ups, office moves and classroom moves. Responsible for coordination of event set-ups, office moves and classroom moves.

  • Manage public relations with COCC neighbors to ensure Grounds and Custodial-related tasks that impact neighbors are handled promptly and fairly.

  • Manage College recycling programs, recycling containers, and support custodial related Sustainability programs.

  • Supervise fire reduction activities for all College locations.

  • Serve on college committees.

  • Ability to apply leadership skills for a diverse team of employees in the areas of cross-cultural communication, team building, and conflict resolution.

  • Knowledge of principles of supervision, training and performance evaluation.

  • Ability to apply project management principles to plan, organize, and execute work to meet schedules and timelines in an environment of rapidly changing priorities.

  • Knowledge of landscaping techniques including irrigation systems, paving, application of pesticides, fertilizers, tree management, and snow removal operations.

  • Knowledge of custodial practices and application of cleaning products.

  • Ability to interpret and apply health and safety procedures and practices including OSHA , OROSHA and State of Oregon air quality and heat regulations.

  • Knowledge of project planning/management to include bidding, bid selection, project oversight and closeout.

  • Ability to work effectively with Campus Services staff and peers in a team environment.

  • Knowledge of safe use of heavy machinery, including forklift, front-end loader, and pickup truck with snow plow.

  • Ability to work cooperatively with and contribute to a diverse workplace through ideas or experience.

  • Proficient use of Microsoft Office products to create spreadsheets, charts, and schedules.

  • Knowledge of events planning/coordination, events scheduling, events setup, and events teardown.

  • Must be able to communicate effectively, both orally and in writing, using the English language with or without the use of an interpreter.

  • Must be able to perform essential job functions outlined above.

    Ergonomic Requirements

Working hours are typically Monday through Friday, 7 am – 4 pm. Occasional evening and weekend hours are required as needed to support events and respond to emergencies. Work is performed on campus at various work sites and in an ordinary office setting, mostly sitting with frequent use of a computer. Generally, work is performed 80% of time from office setting, 20% of time out of office. There may be periods of extended standing, walking and some lifting required ranging up to 50 pounds unassisted. Occasional operation of heavy equipment is also required, particularly during emergency snow removal. Position also involves occasional exposure to noise extremes, ventilation, temperature and weather extremes. All individuals are required to be able to perform the essential functions with or without reasonable accommodation.

Minimum Requirements

Education:

  • Associate degree in business, landscape maintenance or field related to the primary purpose of the position.

Experience:

  • Two years’ experience progressively responsible experience within a grounds, custodial, physical plant, or similar capacity, planning and organizing projects and teams.

  • Two years’ experience in areas of budgeting, scheduling, and project management.

  • Two years’ supervisory experience.

Certifications:

  • Forklift certification, or the ability to obtain within 30 days of employment.

  • Oregon State Integrated Pest Management certification, or the ability to obtain one within 60 days of employment.

Preferred Qualifications

Education:

  • Bachelor’s degree in business, landscape maintenance, facilities management or field related to the primary purpose of the position.

Experience:

  • Experience working in a public-sector grounds, custodial or other physical plant capacity.

  • Experience in using software applications related to the position responsibilities (e.g., AutoCAD, SmartSheet).
