Indian Health Service Administrative Officer in Bemidji, Minnesota

Summary This position is an Administrative Officer, Division of Office of Environmental Health and Engineering (OEH&E), located in Bemidji, MN. This position reports to the Deputy Director or designee. Open until Filled: This announcement is open until the vacancy is filled. It may be extended or closed prior to the current closing date. Responsibilities Provides management oversight and accountability for administrative and management services related to environmental health and engineering activities, which includes work in the finance system, budget activities, and monitoring and reporting on all program aspects on behalf of the OEH&E program. Provides management oversight and accountability for administrative and management services related to environmental health and engineering activities, including multiple aspects such as human resources, safety, health, emergency preparedness, training, travel, fleet and property management. Coordinates and monitors records management activities, coordinates development and maintenance of policy and procedures system, and provides informational reports exercising oral and written communication skills in dealing with various people and organizations during the course of assignments. Provides direct supervision for up to 5 administrative assistants. Incumbent complies with established supervisory procedures, like establishing performance standards, individual training plans, mandatory training completion, EEO goals and work assignments. Leads in a proactive, customer-responsive manner consistent with the Bemidji Area vision and values. Requirements Conditions of Employment Must pass pre-employment examination. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-11: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related or Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Managing, supervising, and/or conducting administrative functions involving various programs; analysis and evaluation on projects or mission objectives; work with and provide program and technical support to leadership and staff members in gathering data and producing reports; this includes coordination of budget, personnel and property management functions related to operating procedures and delegations of authority. Specialized Experience Defined: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement.
