Transportation Specialist I: Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.Transportation Specialist II: Provides technical expertise and coordination for transportation programs involving [multiple] design and/or building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Issues are rarely referred to the supervisor but are handled at the occurrence].Transportation Specialist IV:Provides [high-level] technical expertise and coordination for transportation programs involving multiple design and/or advanced building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and oversight and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Essential Duties:The essential duties for the Transportation Specialist I include: Assists in prioritizing and scheduling projects. Assists with administering and monitoring district maintenance contracts and service agreements. Assists with administering contracts for installation and maintenance of traffic systems and/or traffic data collection devices. Assists with coordinating and/or monitoring Community Traffic Safety Programs and activities involving preparation of the District Highway Safety Plan. Assists with project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway. Assists with project design involving design calculations and sketches of plans, layouts and typical sections. Assists with traffic management programs/projects involving technical employees engaged in developing, installing, testing, programming and repairing electrical/electronic devices/systems. Investigates new methods of automated traffic data collection. Makes recommendations to replace or modify signs, signals and illumination devices. Monitors operations of the ITS for an ar a-wide transportation system. Prepares and distributes strip maps for speed zones. Provides technical assistance for the development of rural ITS/traffic management corridors. Provides technical expertise for field technicians in the installation, troubleshooting, maintenance and repair of complex electronic/electrical systems in the field. Trains and makes training-related recommendations to staff on new operations.Additional duties for Transportation Specialist II include: Serves as program coordinator responsible for coordination of advanced engineering. Conducts new installation field site layouts prior to construction. Coordinates and performs interim and final inspections to identify deficiencies. Coordinates engineering field staff activities and provides technical assistance in resolving construction problems.Additional duties for Transportation Specialist III include: Assists in overseeing and administering contracts for installation and maintenance of traffic systems and/or traffic data collection devices. Assists in overseeing and/or monitoring Community Traffic Safety Programs and activities involving preparation of the District Highway Safety Plan. Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway. Assists in planning, developing, administering and monitoring district maintenance contracts and service agreements. Coordinates communication between district/division/Department of Public Safety and other external entities.Additional duties for Transportation Specialist IV include: Analyzes construction, maintenance and building contract specifications conflicts and ambiguities. Coordinates complex traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects including signs, signals, illumination devices or traffic data collection devices. Coordinates engineering field staff activities and provides high-level technical assistance in resolving construction problems. Performs complex data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development. Provides advanced technical expertise and coordination for maintenance operations including prioritizing projects, monitoring correspondence and writing memorandums and reports.
