This position may be filled as either a Probational or a Job Appointment (open to all qualified applicants); a Promotion (open to all statewide classified and agency wide permanent status employees); or by Detail to Special Duty. Current permanent status, classified employees may be required to accept a Probational appointment if selected. Minimum Qualifications

MINIMUM QUALIFICATIONS:

A baccalaureate degree plus three years of professional level experience in unemployment insurance; job placement; employer relations; human resources; labor market analysis; federal job training programs; labor relations or negotiations; management analysis; accounting; financial auditing; program auditing; workers' compensation; administrative services; social services; public benefits claims examining; eligibility determinations for federal needs based programs; or in program compliance.

SUBSTITUTIONS:

Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.

Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:

A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.

30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.

60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.

90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.

120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.

College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.

A master's degree in any field or juris doctorate will substitute for one year of the required experience.

A Ph.D. in any field will substitute for two years of the required experience.

Graduate degrees will substitute for a maximum of two years of the required experience.

NOTE:

Any college hours or degree must be from an accredited college or university.

To plan, direct and interpret program laws, develop program objectives and evaluate operation performance procedures for Office of Regulatory Services programs.

Job Distinctions:

Differs from ORS Specialist by lack of total program responsibility and experience level required.

Differs from ORS Supervisor jobs by lack of direct line responsibility.

Examples of Work

Serves as technical advisor for the Office of Regulatory Services programs outlining training needs, developing program objectives and evaluating operational performance.

Interprets state and federal laws and regulations as it relates to the unemployment insurance programs.

Conducts studies for BPC Best Practices, TPS, QC and other special projects.

Develops new procedures and enhancements to existing practices/procedures (such as state law comparison, effective collection techniques, communicating effectively with claimants by correspondence or phone inquiries, etc.)

Performs various OP collection activities such as verification of indebtedness on Victim Loss Records to courts, submission of Proofs of Claim to US Bankruptcy Courts and review of court action relating to UI overpayments.

Develops and implements corrective action plans to remedy deficiencies within the agency necessitated by Legislative audits.

Exercises functional and programmatic supervision over ORS staff implementing program functions.
