About this position:
Provides support to all programs managed by the Bridge and Structural Design Section (Section 25).
Provide strategic data and information to the Bridge Design Engineer Administrator and Program Managers and provide information technology (IT) assistance.
Develop systems and provide technical expertise using DOTD engineering and data.

This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Seven years of experience in information technology; OR
Six years of full-time work experience in any field plus five years of experience in information technology; OR
An associate's degree in information technology plus five years of experience in information technology; OR
A bachelor’s degree plus five years of experience in information technology; OR
A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus four years of experience in information technology; OR
A master’s degree plus four years of experience in information technology.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.
NOTES:
A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

To serve as a technical lead for technical support activities that are outside of the scope of the Office of Technology Services.

General from an IT Supervisor or IT Manager. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
May provide functional supervision over lower-level personnel.

State agencies with information technology functions that are outside of the scope of the Office of Technology Services.
JOB DISTINCTIONS:
Differs from IT Technical Specialist 1 by the presence of serving as a technical lead for complex technical support activities that are outside of the scope of the Office of Technology Services.
Differs from IT Technical Engineer by the absence of responsibility for engineering highly complex information technology technical systems that are outside of the scope of the Office of Technology Services.

Using the above data, create customized project reports to support the section's mission and assist engineers in delivering high quality projects in a timely manner. This position will improve the process of program/project management and ensure timely program/project delivery. The IT Tech assesses short and long-range software needs and recommends resources and procedures for meeting the objective of program delivery. This position also evaluates and makes recommendations regarding the procurement and maintenance of bridge design software.
While in official capacity, comply with all applicable Louisiana and Civil Service laws, rules, regulations, as well as DOTD policies, procedures, manuals and directives.
30%Support all Bridge Programs Managed by Section 25
Manage project files.
Design systems to extract and process data to create a customized Bridge Design project database.
Create milestone reports for Project Development Chief’s biweekly project scheduling meeting
Provide customized project reports to the Assistant Bridge Design Administrators with the information required for them to plan and balance each group's workload, assign different types of projects to their staff, and balance the percentages of in-house and consultant design projects.
Create reports listing all projects in design phase and construction phase.
Track delays to project lettings after advertisement and identify reasons for these delays.
Generate reporting tools to analyze different programs upon request and as instructed.
Integrate different data sources to better utilize statewide bridge information and assist section staff.
Provide technical expertise, and provide guidance for using highly complex systems, such as the LaGov Project System.
Use knowledge of all available DOTD engineering systems to create customized project reports to support the Section 25 mission

Upon request, provide help to Section 25 staff with creation of OTS "New Issues" and "Service Requests" and and ensure requests are resolved in a timely manner by contacting DOTD IT Section if necessary. Coordinate with DOTD IT Section, OTS, other DOTD Sections, and outside vendors who provide hardware and software packages as needed.
