The Division of Administration/Office of Technology Services has a vacancy. This position is located in the Technologies Section. This job title has an assigned pay grade of TS-324. Req. 207127

This vacancy will be filled by promotion of a current classified permanent status Office of Technology Services employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:

Eight years of experience in information technology or administrative services; OR

Six years of full-time work experience in any field plus six years of experience in information technology or administrative services; OR

An associate’s degree in information technology plus six years of experience in information technology or administrative services; OR

A bachelor’s degree plus six years of experience in information technology or administrative services; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus five years of experience in information technology or administrative services; OR

A master's degree plus five years of experience in information technology or administrative services.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any area.

NOTE:

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

To administer multiple divisions of the Office of Technology Services.

SUPERVISION RECEIVED:

Broad direction from an executive. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

Direct over lower-level IT Statewide Administrators. Other reporting relationships may be approved by SCS.

LOCATION OF WORK:

Division of Administration, Office of Technology Services.

JOB DISTINCTIONS:

Differs from IT Statewide Administrator 2 by the presence of responsibility for administering multiple divisions of the Office of Technology Services.

Differs from IT Statewide Deputy CIO by the absence of serving as primary assistant to the unclassified Chief Information Officer in providing executive oversight for all divisions of the Office of Technology Services.

Administers multiple divisions of the Office of Technology Services; includes responsibility for administrative oversight of personnel administration, division operations, budgets and strategic planning.

Oversees the work of division administrators and provides guidance as necessary to attain strategic goals.

Ensures efficiency in operational performance of division administrators by formally assessing performance, overseeing operations, mitigating areas of concern across the divisions, and providing recommendations to executives.

Develops current and long-range programs, plans and policies for the assigned divisions.

Implements initiatives to improve the effectiveness and efficiency of information technology services, improve resource utilization, leverage economies of scale, improve the business processes of OTS customers, and minimize costs.

Ensures changes in federal, state and local laws, as well as other applicable regulations and procedures are implemented for the assigned divisions.

Conferences with division administrators and agency executives to discuss operations, organizational strategies, budgetary matters, personnel matters, technical needs, and the status of programs and projects.

Confers with executive management to establish priorities for the assigned divisions; holds division administrators accountable for results.

Directs all enterprise change management processes for the assigned divisions.

Directs the development of lines of service for the divisions to attain the agency' strategic goals.

Facilitates and fosters innovative applications of emerging technologies that provide cost-effective solutions for improving government operations and services.
