The Division of Administration/Disaster Recover Unit (DRU) has a vacancy. This job is Unclassified.

Purpose

The Louisiana Office of Community Development-Disaster Recovery (LOCD-DR) is the administrating agency of Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) grants allocated to the state. The projects and programs funded by these grants address the long-term recovery and resilience of communities affected by Presidentially Declared Disasters. OCD’s administration includes program design, implementation and close-out of programs representing a total portfolio of over $20 billion.

This is a professional position designed to manage disaster recovery and mitigation programs under the Louisiana Office of Community Development-Disaster Recovery (LOCD-DR). The position ensures allocation and use of recovery and mitigation funds in observance of federal and state statutory requirement and regulations and policies. This position requires a particular knowledge of aspects of disaster recovery, disaster CDBG and mitigation programs, FEMA programs and other federal and state recovery initiatives and key disaster recovery entities and organizations. Responsible to plan, organize, and direct the day-to-day management and maintenance operations of the disaster recovery assistance programs, as assigned by the Director or Executive Director.

Assist the Director in planning, directing, managing and overseeing the general activities and operations of recovery housing programs. Coordinate assigned activities between LOCD-DR with outside agencies. Provide highly responsible and complex administrative support to the Director. Manage key staff in the achievement of department objectives. Reports to the Director level. Provides direct and indirect supervision to assigned management, professional, technical, and clerical personnel.

Minimum Qualifications

A baccalaureate degree in Urban Planning, Public Administration, Engineering or Environmental Studies plus two years of professional level experience in matters related to housing, disaster recovery, and/or program design and management.

A Master’s degree from an accredited college or university may substitute for one (1) years of the required experience or two (2) years for specialized degree in related field.

Professional experience with communications/public relations

Plan, organize and direct the daily management and administration of all housing activities/programs identified as priorities by Office of Community Development utilizing CDBG-DR funds and other recovery funds.

Direct programs that sustain the physical, social, and programmatic viability of the housing development programs.

Supervise subordinate management, professional, and technical staff of the Department.

Establish within the OCD, adequate policies and staffing levels and comprehensive minimum standards in support of the State’s housing recovery goals and objectives; monitor and evaluate efficiency and effectiveness of service delivery methods and procedures; and allocate resources accordingly.

Assess and monitor operations and workloads, administrative and support systems, and internal reporting relationships; direct and implement change.

Develop and maintain housing program policies and procedures. Assist in the development of state policies and procedures implementing Federal, State and local directives and statutes.

Responsible for departmental employee training, motivation, supervision, and evaluation. Recommend disciplinary action as necessary and authorized. Approve leave request.

Participate in the selection of department staff.

Maintain adequate tracking, monitoring and reporting systems to ensure the adequacy, quality, and timeliness of State housing programs work. Hold and conduct regular staff meetings, to include the communication of and training in program policies.

Oversee and participate in the development and administration of the program budgets; approve the forecast of funds needed by service area assigned for staffing, equipment, materials and supplies; approve expenditures and implement budgetary adjustments as judged appropriate and necessary.

Ensure strict compliance of housing programs with Federal and State guidelines and regulations; research and analyze new Federal and State guidelines.

Develop and implement goals, objectives, policies, procedures, performance objectives, standards, and reporting systems. Develop cooperative strategies with external regulatory and funding agencies, subject to the approval of the Director.

Establish and maintain a cooperative relationship with housing organizations in a manner that demonstrates an understanding of other housing programs.

Respond to, explain, define, defend, and resolve issues pertaining to the State’s programs, policies and activities. Negotiate and resolve sensitive and controversial issues. Advise Director, in a timely manner, on necessary actions, problems, or requirements.

Negotiate contracts and agreements with representatives of various governmental agencies and private sector.

In the absence of the Director, work collaboratively with the Housing Deputy Director to facilitate full management responsibilities for housing programs and services; recommend and administer policies and procedures relative to housing issues.

Assist in the development and implementation of Housing goals, objectives, policies, and priorities for each of the assigned housing programs. Serve as policy and program advisor to the Director regarding management and operation issues and other statewide matters.

Provide staff reports to other boards and commissions, as assigned.

Make verbal reports and presentations as requested.

Represents the office to outside agencies; coordinate office activities with those of cities, and outside agencies and organizations.

Review and draft office comments on proposed Federal, State, and local regulations and their prospective impact on authority programs. Suggest alternative courses of action, as applicable.

Explain and present funding decisions to the legislative committees, and other entities as required.
