Office of Conservation – Pipeline Division

The Pipeline Division regulates the use, end-use, conservation, and transportation facilities for movement of intrastate natural gas; regulates carbon dioxide pipelines and compressed natural gas fueling facilities; and they serve as clearing house to provide information to users of natural gas regarding the availability of supplies of natural gas. The Division is also responsible for a comprehensive pipeline safety inspection and enforcement program for both intrastate natural gas and hazardous liquids pipelines, and damage prevention enforcement on pipeline right of ways.

Employees are eligible for flexible work schedules upon hire and up to 2 days of telework after 6 months.

DUTIES:

This incumbent is supervised by the Petroleum Scientist Manager I. This position perform highly advanced technical inspections of jurisdictional intrastate pipelines facilities which include reviews of engineering principles as they are applied to pipeline construction, maintenance and abandonment. This position will work closely with two Petroleum Scientists and one Conservation Enforcement Specialist who will be primarily responsible for performing highly specialized Integrity Management Procedures (IMP), Control Room Management (CRM), Liquefied Natural Gas (LNG), Breakout Tank, and Underground Natural Gas Storage (UNGS) audits.

Additional duties include, but are not limited to the following:

  • Perform onsite inspections of complex jurisdictional gas and hazardous pipeline systems.

  • Review/evaluate procedures for operations & maintenance manuals, emergency plans, and other operational procedures.

  • Review/evaluate record keeping procedures and actual records of below/above ground facilities for compliance with federal and state regulations.

  • Collect & review preliminary data required in on-site inspections; conduct quality assurance audits of data, records and other information collected during inspections to determine accuracy, completeness and proper documentation; complete inspection reports; recommend compliance actions for probable violations noted during inspections.

  • Attend meetings in Baton Rouge or other locations to discuss citations and regulatory requirements and as needed.

  • Provide gas pipeline or hazardous liquid pipeline owners/operators safety expertise/assistance, which may include audits of operations and maintenance procedures, emergency procedures, construction procedures, drug and alcohol program procedures to determine accuracy and completeness as required by the most current regulations.

  • Incumbents review with pipeline operators specific regulation inquiries from pipeline operators

  • Attend staff meetings to discuss department policy and regulatory updates.

  • Assist with training of new employees and provide assistance to less experienced inspectors

  • Keep abreast of changes to assigned operators physical facilities and operational status. Provide data and assist in the preparation of reports requested by the department, office, or other agencies; performs non­ routine and other job duties, temporary or permanent, as assigned.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a high school diploma or GED plus five years of sub-professional engineering experience.

SUBSTITUTIONS:

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics.All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.

Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.

Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.

A baccalaureate degree in engineering, engineering technology, construction management or construction technology will substitute for all of the required experience.

Possession of an engineer intern certificate will substitute for all of the required experience.

SUPPLEMENTAL QUALIFICATION REQUIREMENTS:

Because these positions require specialized areas of knowledge, supplemental qualification requirements are established for each position.
