About this position:
This position collects and extracts highway inventory data using a Global Positioning System (GPS) collection device and High Definition (HD) image extraction software. The highway inventory data depicts the description of public roads, geo-political subdivisions and the physical and cultural features associated therewith. This data also supports and develops DOTD’s linear reference system, GIS base map and assists in maintaining the Transportation Asset Highway Inventory database (TAHI). The collections and database primary purpose is to support state and federal transportation planning processes by recording uniform information about observed and measured physical and cultural features. These features include but are not limited to roadway pavement (length, width and surface type), curbs and shoulders, sidewalks, number of lanes, railroad crossings, road intersections and other assets. This position is eligible for $2.00/hour premium pay for hours actually worked.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a high school diploma or GED.
SUBSTITUTIONS:
Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

Examples of Work

The collection’s and database primary purpose is to support state and federal transportation planning processes by recording uniform information about observed and measured physical and cultural features. These features include but are not limited to roadway pavement (length, width and surface type), curbs and shoulders, sidewalks, number of lanes, railroad crossings, road intersections and other assets.
This position requires both field and office responsibilities, statewide travel and the use of a LA-DOTD expense account/credit card and the proper reporting of these expenses. While traveling on state business the individual filling this position is considered on duty when using the vehicle during / after paid work hours and expected to strictly follow state rules/policies at all times. The employee is responsible for the condition of the State equipment assigned to them and accountable for protecting and preventing loss, theft, or damage to these items. Due to the nature of the job, exceptional attendance, a mature attitude and dependability are expected for the duration of employment. The position requires maintaining a current Louisiana driver’s license and a clean driving record for the duration the position is held.
The difference between Engineering Technicians 1 – 4 varies in degree of years of experience, assignment complexity and training. Engineering Technician’s 1 – 2 are expected to be in training concerning data collections, require more supervision, and are learning the basic structure, format, defining attribute data and skills required for the state’s public road inventory. Engineering Technician’s 3 and 4 should work at a higher level of competency, have obtained prior levels of structured and on the job training, be capable of using specialized equipment and software, perform their responsibilities without a great deal of over sight and produce the quality of work expected at the higher technician level.

Office work includes but is not limited to extracting highway asset data from high definition video, aerial maps and construction project plans; performing Quality Assurance/Quality Control (QA/QC) for the section’s highway asset data whether collected or delivered; entering and modifying data into the highway inventory database using Roadway Characteristics Editor (RCE) software; adhering to the department’s standardize highway inventory data protocols and procedures; preparing maps, routing, and gathering other pertinent information necessary to perform field assignments.

Incumbent collects highway inventory data and video for the uniform interpretation and recordation of public road, cultural and geo-political information. The field work requires both working independently and/or as a team; places a priority onsafetyand efficiency while collecting accurate GPS, highway feature attributes, and asset data. The data is expected to be of quality with acceptable accuracy, contain the appropriate coordinate system, and follow department collection methods and formats.
