Roadway Maintenance Management Engineer (Engineer 7)
About this Position:
The overall function of this position is to manage and direct the Department's Maintenance Management System, the Department's Contracted Maintenance program, Program/Project Management Duties and Work Zone Safety Initiative responsibilities of subordinate staff. The incumbent oversees the teams responsible for current operation of these systems as well as updates and training in their use. The incumbent also works with the Maintenance Management Administrator, Chief Maintenance Engineer, and Assistant Secretary of Operations to determine future upgrades and functionality of these programs. This position is located in Section 42/Gang 007 of the Department of Transportation and Development and reports directly to the Maintenance Management Administrator/ Engineer 8. The incumbent must be self-motivated and be able to perform duties without supervision and also be able to interpret unforeseen conditions as they may arise.
While in official capacity, DOTD employees must comply with all applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
This position is open to only current permanent DOTD employees; and may be filled by promotion.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Possession of a current Louisiana license to practice professional engineering plus one of the following:
Three years of licensed engineering experience; or
Seven years of professional engineering experience.
EXPERIENCE SUBSTITUTIONS:
A master's degree in engineering will substitute for one year of professional engineering experience.
A doctorate degree in engineering will substitute for two years of professional engineering experience.
Advanced degrees will substitute for a maximum of two years of professional engineering experience.
There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience.
Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met.

Job Concepts
FUNCTION OF WORK:
To manage a major engineering function for a state agency.
LEVEL OF WORK:
Manager.
SUPERVISION RECEIVED:
Broad from an Engineer 8 or higher. Other reporting relationships may be approved by SCS.
SUPERVISION EXERCISED:
Subordinate staff typically consists of Engineers 6 and other lower-level Engineers. Alternative reporting relationships may be approved by SCS.
LOCATION OF WORK:
May be used by all state agencies.
JOB DISTINCTIONS:
Differs from Engineer 6 by the presence of second-line supervision over professional engineers. Exceptions to this distinction may be approved by SCS based on program scope and/or complexity.
Differs from Engineer 8 by the absence of responsibility for directing large-scale engineering projects or programs for a state agency.
Examples of Work
30% Directs the activities associated with the DOTD's Maintenance Management System (Agile Assets). The systems are used for the collection, reporting, and analysis of data from maintenance operations. Recommends changes to current methods and procedures, coordinates the implementation of new methods and procedures with district personnel, and integrates new procedures and methods into the Maintenance Manual as necessary. Manages subordinate staff responsible for handling daily work activities, functions, support, and training for certain modules in Agile Assets.
20% Directs the Department's Contracted Maintenance program on a statewide level, which has an approximate annual budget of $26 million. Establishes and monitors the funding limits for each of the nine DOTD districts and various statewide projects. Manages the preparation of specialized proposal packages for contracted maintenance projects and coordinates the plan and specification preparation for project bidding and advertisement. Manages the requests for funding for unforeseen and emergency situations. Works with subordinate staff to coordinate with other HQ sections and district personnel to bid and award projects that fall within Letter Bid criteria.
15% Directs the activities of the new non-moveable asset management team. Works with the DOTD Program Manager to determine the level of effort and time needed for incorporating a new asset type into the MMS and to collect all of the associated attribute data. Works with DOTD district offices to schedule equipment and manpower to assist in data collection efforts.
10% Coordinates with the Procurement section, Materials Lab, and DOTD districts to create and update. Material Specifications for use in maintenance activities. Updates may be required due to changes in the Louisiana Standard Specifications for Roads and Bridges, industry standards, and/or testing methods. Updates may also be needed due to changes in equipment or policies within DOTD.
10% Provides oversight to the Engineer 6's responsibilities related to Program Management of projects funded by the Miscellaneous Operations Repair Fund (MORF) and emergency projects. Also provides direction and oversight of the Engineer 6's duties as safety liaison for the Office of Operations, including maintenance of the Maintenance Traffic Control Handbook, EV Program and serving as the Office of Operations Representative on the Manual for Assessing Safety Hardware (MASH) Implementation Review Committee (MIRC).
10% Manages and tracks the requests for recovery projects after disasters. Requests the establishment of WBS numbers for tracking of in-house costs associated with disasters. Coordinates with Department and FHW A staff responsible for damage assessment, project delivery, and cost recovery associated with the FHWA Emergency Relief Program and FEMA Public Assistance Program for declared events. Coordinates with Engineer 6 in their role with the Damage Assessment Team Roadway Coordinator, and Engineer 5 in their role supporting the damage survey tool (ESRI Survey 23) and the Mobile Solution for Assessment and Repo11ing (MSAR) software to facilitate the administration of projects eligible for reimbursement through the FHW A Emergency Relief Program and FEMA Public Assistance Programs for declared disaster events.
5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
