The Division of Administration/Disaster Recover Unit (DRU) has a vacancy. This job is Unclassified.

Purpose

The Office of Community Development (OCD-DRU) is the administrating agency of Community Development Block Grant Disaster Recovery (CDBG-DR) and Mitigation (CDBG-MIT) grants allocated to the state. The position will provide analysis of disaster recovery program and projects to ensure effective implementation of disaster recovery efforts administered by the OCD-DRU. The position will maintain an understanding of federal programs for disaster recovery, as well as specific federal and state regulations applicable to the administration and implementation of federal recovery programs and projects.

Minimum Qualifications

A baccalaureate degree

Substitutions:

Six years of full-time professional experience in disaster recovery may substitute for degree.

Preferred Qualifications

Knowledge of Community Development Block Grant

Knowledge of Federal Emergency Management Agency Public Assistance Program

Professional experience with communications/public relations

Microsoft office proficient, particularly in SharePoint, Word and Excel

CIA, CGAP, CPA, CCEP, or CFE certification

Master of Business Administration or Master of Public Administration

Knowledge of:

  • Disaster Response/Recovery or Mitigation

  • The United States Code of Federal Regulations—specifically Titles 2, 24, and 49

  • The Community Development Block Grant (CDBG) Program and its regulations or other federal programs experience

  • Generally Accepted Accounting Principles (GAAP), Generally Accepted Auditing Standards (GAAS), or Generally Accepted Government Auditing Standards (GAGAS)

  • IIA's International Standards for Professional Practice of Internal Auditing and Code of Ethics

Examples of Work

Oversees monitors and evaluates the administration of disaster recovery programs and project operations to ensure accountability for state and federal regulations.

Reviews, evaluates and provides analysis to management on grantees’ applications for recovery funding

Provides analysis for the preparation of federal reports as required, and of correspondence of a complex and sensitive nature regarding recovery areas and projects.

Reviews requests for expenditures of program funds by local governments assigned to caseload.

Attends training and technical workshops relevant to disaster recovery efforts.

Evaluates the administration of disaster recovery program and project operations to ensure accountability for state and federal regulations; i.e., fiscal controls to ensure accountability for expenditures of federal, local, and private funds.

Accurately assesses risk, identifies control gaps, and devises opportunities for improvement in order to obtain maximum benefit in the utilization of federal, state, and local resources.

Ensures timely completion of Compliance and Monitoring projects, and independently tracks and reports status to Compliance Management.

Demonstrates a strong grasp of the United States Code of Federal Regulations—specifically Titles 2, 24, and 49.

Serves as a Compliance Monitor in multiple programmatic areas such as Fair Housing and Equal Opportunity regulations, Labor Standards regulations, Citizen Participation requirements, Procurement, Acquisition, and Section 504.

Provides input for training and Technical Assistance to local officials, engineers, consultants and other Office of Community Development staff in program areas.

Assists Senior Monitors and Compliance Manager in the preparation of evaluation reports and other correspondence on projects to grantees regarding identified findings of deficiency, areas of concern, and the corresponding corrective action to be taken.

Demonstrates the ability to consistently be a self-starter, work autonomously with little supervision, and drives projects to completion.
