Interested in furthering your career in Software Application Development by supervising development activities in an IT Product Delivery team that works with a broad range of industries? The Office of Technology Services (OTS), Product Delivery Section is looking for energetic, experienced team members to add to the Engineering Application Development team. The Software Engineering team works with partner agencies and OTS resources to analyze, design, architect, develop, implement and support IT systems modernization and process engineering.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Five years of experience in information technology; OR

Six years of full-time work experience in any field plus three years of experience in information technology; OR

An associate's degree in information technology plus three years of experience in information technology; OR

A bachelor’s degree plus three years of experience in information technology; OR

A bachelor’s degree with twenty-four semester hours in an information technology, computer science, engineering, mathematics, or business analytics field plus two years of experience in information technology; OR

A master’s degree plus two years of experience in information technology.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

NOTE:

A certification in an approved area may be substituted for the education and/or experience requirements at the time of hire or promotion, provided the appointment is made from a Certificate of Eligibles.

Job Concepts

FUNCTION OF WORK:

To develop applications for information technology database and/or software systems either independently or through the technical review of contracted programming services.

LEVEL OF WORK:

Experienced.

SUPERVISION RECEIVED:

Direct from a higher-level IT Statewide professional with assigned supervisory responsibilities. May also receive supervision on a project basis from other IT Statewide professionals. Other reporting relationships may be approved by SCS.

SUPERVISION EXERCISED:

May provide direct or functional supervision over lower-level IT Statewide personnel. Other reporting relationships may be approved by SCS.

Division of Administration, Office of Technology Services.

JOB DISTINCTIONS:

Differs from IT Statewide Applications Developer 4 by the presence of responsibility for developing moderately complex information technology applications.

Differs from IT Statewide Applications Senior Developer 2 by the absence of responsibility for developing complex information technology applications.

The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State’s investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff.

This position is within the Office of Technology Services (OTS), Product Delivery and is responsible for supervising a team of application developers within the Engineering section of the Product Delivery division. The incumbent is responsible for the supervision, guidance and mentorship of a software development team working on new and existing applications using tools and processes according to the standards developed by OTS.

50%Serves as the supervisor for a team of application developers:

  • Establishes goals, objectives and direction for the team; primarily in the areas of software development and engineering.

  • Conducts staff meetings and one on one meetings with their team to discuss issues, organization, personnel matters, performance management, technical issues and the status of programs and projects.

  • Coordinates and assists Product Delivery leadership in the facilitation of project needs, staffing models and training plans.

  • Reviews staff applications, conducts interviews and processes hiring paperwork for staff members.

  • Participates in the evaluation of contract resources.

  • Reviews and approves requests for leave and verifies timesheets for staff members.

20%Provides leadership on core application development and analysis activities to deliver high quality applications:

  • Provides leadership in the design, coding, compilation, testing, debugging, and documentation of new or existing applications within accepted standards, procedures and guidelines.

  • Influences and guides the implementation of the State’s software delivery strategy, providing guidance and review of designs to ensure methodology, best practices and standards are followed and to ensure overall quality of solutions.

15%Stays engaged and aligned with organizational initiatives and continuous improvement efforts:

  • Oversees the evaluation of feature and change requests to determine specific tasks and effects on existing programs and systems. Explains program and system modifications to product owners and developers.

  • Contributes technical guidance and expertise for software modernization initiatives.

10%Assists with the development of the section’s document library and standards, including documents for project initiation, requirements definition, project plans, training guides, testing plans, scope definition, communication, dashboards and risk management.

5%Performs all other tasks, special projects, analysis, studies, and plans as directed.
