Functional Statement
This position serves as the Section Head of the Financial Services Section within the Department of Transportation and Development (DOTD). The Section Head plays a critical role in financial decision-making, cash management, disbursements, financial reporting, and external audits while advising executive leadership on fiscal policies and initiatives.
The ideal candidate will have extensive experience in governmental accounting, financial management, and budget oversight, preferable within a large state agency. Strong leadership, strategic planning, and decision-making skills are essential, along with the ability to manage complex financial operations, audits, and compliance reporting. Proficiency in enterprise financial systems (e.g., LaGov or similar ERP platforms) and a solid understanding of state and federal funding mechanisms are highly desirable.
While in official capacity, DOTD employees must comply with applicable Louisiana and Civil Service laws, rules, and regulations, as well as DOTD policies, procedures, manuals, and directives.
This position may be filled as either a probational appointment (open to all qualified applicants); a promotion (open to all statewide classified and Agency-wide permanent status employees); or by detail to special duty.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Two years of the required experience for the following minimum qualifications must have been at the supervisory level or above:
Eight years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree with twenty-four semester hours in accounting plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus five years of experience in accounting, auditing, financial operations, payroll, or banking; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus four years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Possession of a Certified Public Accountant (CPA) license plus three years of experience in accounting, auditing, financial operations, payroll, or banking.

Examples of Work
25% - Directs the fiscal office and oversees financial activities for one of the largest state agencies in Louisiana. Responsible for maintaining fiscal control over approximately $3 billion in capital and operating expenditures, including functional authority over accounting operations across nine districts and over 50 sections statewide. Manages a team of 32 employees, including four direct reports, along with student workers and consulting CPAs.
20% - Oversees the disbursement of all funds, ensuring the department maximizes returns on received funds and expenditures comply with applicable laws. Manages approximately 44,000 paper checks and 23,000 electronic transfers annually to an estimated 7,100 contractors and vendors, totaling approximately $3 billion. Administers billings to the Federal Highway Administration and seven grant agencies, overseeing the expenditure and reporting of approximately $1.5 billion in federal funds annually.
15% - Serves as the department's primary liaison with external and internal auditors, state and federal agencies, vendors, financial institutions, legal representatives, and consultants regarding fiscal operations. Provides financial insights and recommendations to DOTO executive leadership, contributing to high-level decision-making. Represents the department on statewide and internal committees as needed.
15% - Directs the preparation of timely and accurate financial statements for current and prior-year Capital Outlay budget units, one Enterprise budget unit, and multiple operating budget units. Ensures compliance with Generally Accepted Accounting Principles
(GAAP) and Division of Administration guidelines. Prepares required financial disclosures in accordance with bond indentures and trust agreements.
10% - Oversees the department's cash management activities, including the warrant draw process, securing over $978 million annually from the State Treasury to fund department expenditures. Ensures daily deposits with the State Treasury and monitors multiple funding sources, including Self-Generated Funds, Federal Funds, Statutory Dedicated Funds, Interagency Transfers, Bond Funds, Interim Emergency Board Funds, and the Secretary's Emergency Funds. Manages accurate reporting and tracking of accounts receivable, ensuring compliance with quarterly reporting requirements.
10% - Supervises financial data management for over 4,000 active DOTO projects through the LaGov system. Ensures proper financial oversight of long-term projects with diverse funding sources. Directs the accounting of capital assets, including the proper settlement of capital expenditures from Assets Under Construction (AUC) to depreciable assets.
5% - Performs additional duties as required, including testifying in court cases and before legislative committees regarding DOTO financial matters. May also be assigned responsibilities related to emergency and disaster response efforts.
