This is a key leadership role within the State Govt Solutions Engineering leadership team. As a Director – Architecture at Optum Insight State Govt Solutions, you will partner with both the lines of business and software delivery leadership to build and drive architecture blueprints and multi-year roadmaps that act as guides for achieving the long term strategic plans of the enterprise. We are looking for a strong leader who is collaborative, a self-starter, can take ownership / accountability and drive results. In this role you will take on some of the toughest challenges facing our business and will act as a key consultant and guide in achieving our long-term strategy. Your ability to think and plan strategically while solving immediate business problems impacting our State Govt Solutions will play a pivotal role in understanding and shaping our strategy and approach. This person needs to be comfortable dealing with complexity and ambiguity. This individual will be involved across many aspects of architectural solution, design, build, engineering and technical implementation of solutions and capabilities.

Primary Responsibilities:

• Work with senior business and technology leaders to develop, recommend, and execute strategic and tactical business and technology architecture roadmaps

• Advanced statistical and predictive modeling techniques to data related to the optimization of healthcare and digital experiences

• Research, evaluate, and deploy new tools, frameworks, and patterns to build sustainable Analytics platform

• Drive accountability for the performance of Tech leads and Architects

• Propose innovative ways to look at problems using data mining, statistical analysis and machine learning

• Identify opportunities and contribute to the Enterprise Architecture and work close with Information security to identify the security standards for the Public health

• Pursue out new data sources and verify integrity of data that fill gaps and improve models

• Support business needs around Public Cloud, predictive modeling and business intelligence

• Lead and facilitate architecture assessments and reviews during business ideation, discovery, and program/project execution to ensure alignment with business goals and strategies. Identify gaps and opportunities and recommend business and technology solutions

• Identify and use applicable architecture patterns, structures, and standards, Work ahead of the development teams to ensure development teams have a solid design in place and a good understanding of the technical solution when it is time to build it

Required Qualifications:

• Bachelor’s in engineering, Computer Science or equivalent experience

• 18+ years of experience in leading IT Product/Platform organizations with a proven track record of delivering on Cloud Infrastructure development and Cloud Migrations (On prem to Cloud)

• 10 years hands on experience working in Cloud Technologies

• 3+ years experience as a hands-on in AI ML

• Hands on experience in public cloud Architecture, Azure, AWS, Cloud Strategy, Networking, Security and migration patterns, DevOps CI CD tools

• Experience with software automation including test automation, deployment automation, database management automation, operations automation.

• Experience delivering software to a Public and/or Private cloud utilizing IaaS and/or PaaS cloud paradigms

• Having experience working with Global teams

• Ability to estimate the financial impact of technical architecture alternatives

• Proven exceptional interpersonal skills in areas such as teamwork, facilitation and negotiation

• High proficiency in developing visual representations of architectural solutions

• Proven excellent time management, communication, decision making, and presentation skills

• Proven record of software application delivery focusing on open source commodity solutions

• Demonstrated ability to apply process, architecture and software engineering principles, methods and tools to business challenges

• Proven exceptional communication skills and the demonstrable ability to communicate appropriately at all levels of the organization including senior technology and business leaders

• Proven results-oriented individual with strong coaching, decision making, influencing, mentoring, negotiation, problem solving and situational analysis skills

Preferred Qualifications:

• Experience in the healthcare industry

• Experience in MMIS systems

• Experience in performance and scalability optimization

• Solid understanding of relational database structures, theories, principles, and practices

• Experience with Data Science focused software application
