Maryland Transportation Authority Workforce and Organizational Development Manager (Administrator VI) in Baltimore, Maryland

Nature of Work:The MDTA is seeking a passionate and innovative professional to lead the agency's Workforce and Organizational Development (WAOD) program within the Office of Human Resources and Workforce Development. This role is responsible for program development, curriculum planning, deployment, and evaluation of results spanning employee training, professional development, talent management, and organizational development initiatives for the entire MDTA workforce.
This position assesses, reports on, and advances the MDTAs collective knowledge, behavior, attitudes, and skills in areas that can make a positive impact on workforce performance. From instructional products to workforce development, needs analysis to change management, the WAOD Manager is responsible for the timeliness, relatedness, and effectiveness of projects and programs that propel the MDTA toward positive workforce outcomes. Duties of this position include, but are not limited to, the following:
- Directs all educational and instructional products/programs and offers solution-based action for workforce performance challenges;
- Supervises a team of Learning and Development Specialists;
- Oversees the Cornerstone Learning Management System (LMS) and selects and deploys content;
- Prepares high-level, detailed reports, training materials, and presentations;
- Manages and/or directly facilitates trainings;
- Manages contracts for MDTAs tuition assistance program and leadership development programs, including building strong partnerships with educational institutions;
- Identifies workforce trends through talent and skill gaps, retention and performance analysis, andSWOT analysis; and
- Creates a results-driven strategic plan and infrastructure that offers agency-wide systems and solutions necessary to align workforce performance with MDTA goals.
This position will report directly to theDeputy Director, Office of Human Resources and Workforce Development. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.
