Maryland Department of Health Program Manager, Cannabis Public Health Branch in Baltimore, Maryland

Main Purpose of Job

The Center for Tobacco Prevention and Control (CTPC) received Cannabis Public Health Funds to assist with public health efforts surrounding the legalization of adult-use cannabis, starting July 1, 2023. The CTPC is working to establish a branch within the Center to focus on cannabis use prevention and treatment initiatives, working closely with the Maryland Cannabis Administration. Using a public health framework, the overall programs will primarily focus on youth cannabis use prevention and education through local health departments, schools, and other community-based organizations. The Cannabis Public Health Branch will also oversee data collection and explore cannabis use disorder treatment options.

The Program Manager is a senior management position in MDHs Center for Tobacco Prevention and Control (CTPC). This position will work closely with the Center Director, the Program Manager of Operations, and the Center Lead Epidemiologist to set strategic direction for programmatic, policy, environment and systems across Maryland addressing prevention of cannabis use by youth and treatment for cannabis use disorder. The Program Manager will work closely with the Center Director to develop and manage the new Cannabis Public Health Branch, building organizational capacity to implement new and existing strategic initiatives and managing partnerships with internal and external stakeholders.

As the Branch continues to build, the Program Manager will be supervising staff to assist with program implementation. The Program Manager will also be responsible for reviewing and responding to requests during Legislative Session, as necessary, and the Branch is responsible for providing technical assistance to the Governor-Appointed Cannabis Public Health Advisory Council.

This position is responsible for ensuring project design, implementation, and evaluation of evidence-based programming activities are completed in a systematic and efficient manner to achieve MDH, PHPA, CCDB, and CTPCs mission, goals, and objectives.

This position is eligible for hybrid telework.

MINIMUM QUALIFICATIONS

Qualified candidates must possess a masters degree from an accredited college or university in the fieldHealth Sciences, Health Care Administration, Public Health, Public Policy or closely related fieldfrom an accredited college or university, 6 years of professional public health experience, including 3 years of experienceevaluating, analyzing, researching and developing health care services, policies and programsand at least 2 years of supervisory or managerial experience.

Notes:

  1. Candidates may substitute a Doctoral degree from an accredited college or university in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related fieldfor the required education and 3 years of public health experience.
DESIRED OR PREFERRED QUALIFICATIONS

Preferred candidates should possess the following:

  • Experience and expertiseinoverseeingpublichealthprogramadministration;
  • Experience in programplanningandevaluation;
  • Experience managinggrants/contracts;
  • Experience workingwithbudgetsandtrackingexpenditures;and,
  • Experience understandingevidence-basedpublichealthresources.
