Maryland Transportation Authority Investment Administrator (FISCAL SERVICES ADMINISTRATOR IV) in Baltimore, Maryland

*Nature of Work:*The MDTA is seeking an Investment Administrator with experience in institutional investment management of bond portfolios. The Investment Administrator will manage the approximately $1 billion investment portfolio within the constraints of the investment policy, board directives, and chosen benchmark indices. Duties for this position include the following:

  • Duration targeted total return portfolio management for reserve accounts;
  • Cash flow modeling for match funded capital accounts;
  • Portfolio modeling, including comparisons of term structure, option adjusted duration, and convexity relative to benchmark bond indices;
  • Trade execution, including senior management notification/justification, solicitation via trading platforms such as Bloomberg, bid/offer evaluation, option adjusted spread analysis, nominal spread analysis, relative value analysis, make-whole call analysis, trustee bank communications, trade settlement problem resolution;
  • Total return performance calculations utilizing internal rate of return and incorporating external cash flows, market values, and accrued interest;
  • Total return performance attribution analysis relative to benchmark indices;
  • Board meeting reports and other state reporting requirements, including total return performance comparison tables, fiscal and monetary policy, economic/rate environment, relative value, dealer trade allocation, risk/return historical analysis, performance attribution explanations, and Investment Policy compliance;
  • Contract management for analytical, trading, and investment accounting systems; and
  • Interaction and collaborative work with the Treasury Unit staff on investment accounting and working capital management.

The incumbent in this position will report directly to theDirector of Treasury and Debt and work within the Finance Division. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.
