Maryland Transportation Authority Director of Procurement (DOT Procurement Manager IV) in Baltimore, Maryland

Nature of Work:The Director of Procurement is responsible for developing, overseeing, and administering all procurements and other related contractual agreements for the MDTA. This role will direct the development, implementation, and oversight of Office of Procurement programs, including procurements for Architectural and Engineering, Construction, Commodities, Information Technology, Maintenance, Services, and Small Procurements.

Core responsibilities include identifying and approving strategic direction on complex procurements such as public-private partnerships, design-build construction, and open-end high-value service contracts and providing expert guidance to procurement staff to ensure compliance with all laws and regulations. Duties of this position include, but are not limited to, the following:

  • Develops, approves, and/or implements policy, oversight, and coordination of workflow and compliance;
  • Approves and provides procurement advice to the Executive Director, Chief Officers, Chairman/Secretary, and MDTA Board members;
  • Provides recommendations and support on statewide initiatives directly impacting procurement;
  • Serves as the MDTAs Chief Procurement Officer and, through the Deputy Director, supervises the Senior Procurement Officers and other agency procurement professionals;
  • Identifies, approves, and implements strategic direction, workforce planning, and staff development; and
  • Represents the MDTA at the Board of Public Works (BPW), the BPW Review Group, and the Senior Procurement Advisory Group (SPAG).

This position will report directly to theChief Financial Officer. The current vacancy is located inBaltimore, Maryland. Hybrid telework schedules may be available for this position.
