EXECUTIVE SERVICE

(This position serves at the pleasure of the Appointing Authority.)

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. Nature of Work: The MDTA is looking for an experienced and motivated individual to serve as the Director of Engineering in the Office of Engineering and Construction to manage a large professional staff, capital budget, operating budget, and all aspects of engineering project management.

This senior-level managerial position is responsible for managing engineering supervisors and, through them, the direction of technical, professional, and administrative staff. This position is responsible for the direct management of design engineering in the following disciplines: Structures, Environmental, Electrical/Intelligent Transportation Systems, Traffic, Facilities, Asset Management, and Highway Engineering. This position also provides oversight, procurement, and selection of consultant engineering contracts, contractors, and vendors, performs quality control reviews of all bid documents, and serves as Project Manager for major and complex engineering projects.

This incumbent will direct and oversee all phases of managing engineering projects from beginning to end, including determination of project scope, technical engineering design reviews, development and review of proposals and presentations, administrative correspondence, inspections, constructability reviews, and preparation of contract documents. This position determines organizational structure and staffing requirements of project programs, review and approval of work assigned to subordinate staff, and overseeing that proper training and program development is implemented. This position is also responsible for resolving any issues that arise, working internally to ensure that all work is being carried out to the correct, highest standards.

This position will report directly to the Chief Engineer. The current vacancy is located in Baltimore, MD. Hybrid telework schedules may be available for this position.

Qualifications

PREFERRED QUALIFICATIONS:

Education: Possession of a bachelor’s degree in civil engineering from an accredited college or university. Applicants must possess a Professional Engineer license from the State of Maryland (see notes under Licenses and Certifications for applicants who possess a Professional Engineer license outside of Maryland).

Experience: Ten (10) years of civil engineering experience is required. Five (5) years of this experience must have been in civil engineering project management, including supervising the work of professional engineers.

The ideal candidate may possess the following:

  • Experience leading a large team of engineering professionals and consultants

  • Ability to manage complex transportation engineering programs

  • Experience with complex project management

  • Ability to establish programs and policies for the Division of Engineering

Licenses & Certifications

An applicant's current license as a Professional Engineer in a state with comparable requirements acceptable to the Maryland State Board for Professional Engineers, in the appropriate option for which the application is made, will be accepted, but the applicant must obtain a Maryland Professional Engineer license within twelve (12) months of appointment. Evidence of out-of-state license must be presented at the time of appointment.

Employees in this role are assigned duties that require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. Applicants must list the license number and date of expiration on the application.

Additional Information

SPECIAL REQUIREMENTS:

Employees in this role may be required to respond to emergency situations (traffic accidents, hurricanes, etc.) 24 hours a day and may be required to maintain a reliable communication link (cell phone to be provided).

The incumbent will be required to visit on-site projects in the field; traffic and weather conditions may be challenging, so compliance with agency-wide risk management policies and procedures will be necessary.
