The State Highway Administration’s (SHA) Office of Planning and Preliminary Engineering (OPPE), Environmental Planning Division (EPLD), NEPA Compliance Section is recruiting for an Assistant Division Chief (Environmental Manager II) in Baltimore City. T his position is open to anyone who meets the minimum and selective qualifications listed below by the closing date. This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this SHA vacancy or function only. You will need to reapply for any future recruitment conducted for this job classification.

Nature of work: The Assistant Division Chief (ADC) is responsible for ensuring compliance with the provisions of the National Environmental Policy Act (NEPA), Maryland Environmental Policy Act (MEPA), and all associated state and federal laws and regulations for all SHA projects (major/minor). This compliance is necessary for projects to remain eligible for federal and state funding. The ADC guides/directs/supervises/trains professional environmental and engineering team leaders and staff working on major and minor projects and coordinates overall work assignments within an organizational section to accomplish this mission. These activities require the identification and assessment of environmental resources, project and program coordination with resource and regulatory agencies and the Federal Highway Administration, the development of innovative engineering and design solutions to avoid, minimize and mitigate resource impacts, and the environmental studies/documentation of these efforts for all types of highway projects and improvements, statewide. The division's goal is to ensure that project decision-making balances environmental impacts with engineering criteria, standards, and principles. The ADC sets standards, provides quality assurance, reviews, and resolves personnel conflicts within a section. This position assists in the development of guidelines and procedures and goals and performance measures, completes special assignments, coordinates work with other divisions, and resolves conflicts between divisions and agencies. The ADC also supervises contract managers of multiple open-end contracts and reviews and approves invoices prior to approval by the EPLD Division Chief/OPPE Deputy Director.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree from an accredited college or university in natural sciences, earth science, physical science, environmental science, chemistry, physics, biology, agronomy, horticulture or related sciences, forestry, geography, environmental planning, civil engineering, sociology, economics, planning, anthropology, architectural history, or related fields such as ecology, landscape architecture, or environmental engineering.

Experience: Nine (9) years of experience in environmental analysis, to include the development of plans, specifications, estimates and design, OR nine (9) years of experience in environmental management to include the development, implementation and monitoring of environmental compliance plans for air quality, storm water management, wastewater treatment, hazardous waste management, pollution prevention, solid waste management or multi-media operations, two (2) years of which must include experience supervising employees, consultants or contractors in an environmental area.

Selective Qualification: Four and a half (4 1/2) years of experience in the principles, practices, procedures, and methodology related to NEPA/MEPA compliance and all associated state/federal laws and regulations, including environmental resource evaluation and impact avoidance/minimization/ mitigation.

*A Selective Qualification is more focused in scope than the minimum qualifications for this classification. Selective Qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability).

Preferred Qualification:

The ideal candidate should have the following:

  • Proficient in Microsoft Office Suite

  • Excellent verbal/written communication skills

  • Ability to establish and maintain effective working relationships with others

  • Ability to interpret maps, plans, and specifications

  • Knowledge of federal, state, and local laws and regulations, guidance documents and procedures

  • Knowledge of standard research methodology, including statistical data collection, organization, analysis, and presentation

  • Knowledge of consultant contract management and procurement procedures

  • Knowledge of techniques of standard research methodology including statistical data collection, organization, analysis, and result presentation

  • Knowledge of the management, preservation, and enhancement of environmental resources, including natural, socio-economic/community and cultural resources

  • Skillful in negotiating in an adverse setting with state, federal, local, private, and public agencies in the resolution of conflict

Notes:

  1. Possession of a master's degree in one of the disciplines required may be substituted for one year of the required non-supervisory experience.

  2. Possession of a doctorate's degree in one of the disciplines required may be substituted for two years of the required non-supervisory experience.

  3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required experience on a year-for-year basis.

Licenses & Certifications

Candidate must possess a motor vehicle operator’s license valid in the state of Maryland.
