Amentum Aviation Safety Officer in Baghdad, Iraq

The Aviation Safety Officer will be based at the Baghdad Diplomatic Support Center (BDSC) and serve the Baghdad Life Support Services (BLiSS) contract servicing the U.S. Department of State capacity building mission in Iraq. This position will oversee all aviation safety activities pertaining to aircraft operations and airfield infrastructure under contract with Amentum. This highly qualified professional will ensure compliance with local, international, and military regulatory requirements and aviation best practices. The Aviation Safety Officer will report directly to the Senior Program Manager of the BLiSS contract. The duties and responsibilities listed below are representative of the nature and level of work assigned and are not necessarily all inclusive.

DUTIES AND RESPONSIBILITIES:

  • Responsible for maintaining a safe workplace and ensuring that safety is the highest priority on the flightline and surrounding areas.

  • Comply with all Environmental Health & Safety (ESH) and Quality Assurance requirements and goals. Provide information and materials to the ESH and Quality Control as necessary to ensure adequate and legal record keeping of documentation.

  • Develop and maintain strong working relationships with key internal and external stakeholders, including clients, vendors, and regulatory agencies.

  • Analyze and resolve complex and diverse aviation safety issues involving a wide variety of fixed and rotary wing military and commercial aircraft.

  • Collaborate with external units and aircraft operators to implement aviation safety measures resolving flight safety challenges that could potentially have an adverse impact on mission.

  • Provide necessary interpretation of aviation standards, technical manuals, and flight operation policies and procedures in providing clear instructions to airfield users and operators.

  • Provide aviation safety assurance through inspection and review of aircraft operations to evaluate compliance and take necessary action in the event of non-conformance to required standards.

  • Respond to aircraft in-flight and ground emergencies, conduct incident investigations, root cause analysis, and generate a professional report for submission to higher echelon.

  • Investigate aircraft and airfield ground mishaps as required.

  • Process flight safety hazard reports and manage the hazard reporting process.

  • Establish and maintain effective working relationships with other tenant and rotational units and other military services to ensure cooperation on matters of mutual aviation safety interest.

  • Evaluate airfield and aircraft operations for adequacy of facilities, equipment, procedures, and overall management to ensure safe operation of aircraft and personnel working on the airfield.

  • Prepare reports and presentations on aviation activities, trends, and initiatives for management; develop and provide performance metrics, policy, guidance, procedures, and directives on aviation safety.

  • Conduct aviation safety meetings, briefings, and participate in other agency Airfield Safety Board meetings as required.

  • Serve as technical consultant and advise the Safety Manager on safety compliance concerns and preventive actions regarding aircraft and airfield operations.

  • Conduct aviation safety training, safety stand down meetings, and exercises as required.

  • Perform additional duties as required.

REQUIREMENTS:

  • U.S. Government Clearance – active U.S. DOD or DOS issued Secret Security, or ability to obtain one, and maintain it for the duration of employment on this contract.

  • Prior U.S. Military fixed and rotary wing pilot with a minimum of 1,500 hours of flight time.

  • Prior U.S. Military, DOD, or DOS Aviation Safety experience.

  • Must be a graduate of the AFSEC Aviation Safety Program Management Course and Aircraft Mishap Investigation Course (AMIC); or graduate of the U.S. Army or U.S. Navy Aviation Safety Officer Course or equivalent provided by an accredited aviation training provider.

  • A minimum of six years of experience organizing, developing, and executing aviation safety programs and oversight.

  • Ability to work in a high OPSTEMPO with a diverse work force.

Education:

  • Must have a High School Diploma or equivalent.

  • Bachelor’s degree in science with a concentration in Aviation Safety, Aerospace Engineering, or similar aeronautical discipline.

Certifications/Licenses:

  • Must possess a valid driver’s license from a U.S. Department of Motor Vehicles.

  • Must be able to obtain and maintain an airfield access badge.

  • Have a passport with a minimum of 18 months validity and at least 8 blank pages.

Knowledge, Skills, and Abilities:

  • Ability to work in a fast-paced environment that requires handling multiple tasks at a given time and rapidly adapting to changing priorities and schedules.

  • Knowledge in accident prevention with demonstrated experience in utilizing DOD, FAA, NTSB, or ICAO documentation.

  • Working knowledge of U.S. Department of Labor, OSHA standards, and OEBGD.

  • Knowledge of established flying safety principles, practices, procedures, laws, regulations, and current legislative issues as they relate to military and civil flying safety programs, the requirements, methods, and techniques of flight accident and mishap investigation, analysis, resolution of flying safety challenges, and formal reporting procedures.

  • Broad knowledge of military and civil flying operations.

  • Ability to formulate plans and policies pertaining to aviation safety activities; independently plan, organize work, and meet required deadlines.

  • Ability to communicate effectively, both orally and in writing.

  • Knowledge of airfield construction standards, methods, practice techniques, materials, and utility systems sufficient to determine compliance with airfield safety standards during initial construction, maintenance, and renovation.

  • Knowledge of risk management techniques including hazard analysis, sufficient to identify high safety risks to commercial and military aviation.

  • Expert knowledge of safety management concepts which provides the capability to recommend program changes or alternative new courses of managerial action requiring the modification of existing aviation safety techniques critical to the resolution of safety management problems.

DESIRED:

  • Relevant overseas experience, ideally in the Middle East, with knowledge of local culture and customs is preferred.

  • Experience working with Amentum.

  • Prior experience working with the State Department.

  • Former U.S. military flight safety officer or Aviation Safety Officer (ASO).

WORKING AND LIVING CONDITIONS:

This position may be located in a war zone, in an environment with harsh and dangerous working and living conditions. While performing the duties of this job, the employee may regularly be exposed to extreme and austere desert-like environment. Temperatures can reach 120-130 degrees Fahrenheit/50-55 degrees Celsius during the summer months. Employees must be willing and able to perform regular job requirements in this austere, extreme environment, as well as willing and able to deploy to Iraq for extended periods. Work schedules are a minimum of 6 days per week and 10 hours per day, while some jobs have higher daily and weekly minimums. Employees must be willing and able to perform physical activities including, but not limited to, heavy lifting and moving of items, parts, assemblies, and equipment up to the safety regulation maximum; climbing in and out of equipment; crawling; and working outdoors. This includes being able to lift and carry 40 pounds of personal protective equipment for extended periods of time and being capable of running and ‘duck & cover’ during emergencies without putting oneself or others at risk.
