Position Overview: The Teacher Incentive Allotment Senior Data Analyst will play a critical role in implementation of data strategies aligned with objectives of House Bill 3s Teacher Incentive Allotment, which aims to provide a pathway for outstanding Texas teachers to earn six-figure salaries. This position will collaborate with various stakeholders to drive a data-driven culture on the Teacher Incentive Allotment team. The role of the Senior Data Analyst will fall into three broad areas: (1) collecting, processing, and analyzing data for the Teacher Incentive allotment data including key research of program implementation, (2) ensuring effective data governance, data management, and data security for TIA data, and (3) Manage external facing TIA data systems and resources to support local designation systems in all phases of TIA. The ideal candidate will have prior experience using data to make informed decisions and developing technical assistance to communicate complex statistical methods to a non-technical audience. This individual will report to the TIA Data Manager. Flexible work location within the state of Texas may be considered for qualified candidates. You may perform other functions as assigned. 1. Internal Data Management and Database: Manage data systems, including data in the TIA data portal, and processes to support the efficiency of the TIA team and other agency needs and key decisions through the collection and analysis of TIA data.2. Research and Data Requests: Perform TIA related data and research requests for internal and external parties including TIA metrics, TIA Annual Report, and various public facing data requests and research.3. External Data Management: Manage external facing TIA data systems and resources to support local designation systems in all phases of TIA including the development of data visualization and data dashboards.4. SCOMS Support and Data Management: Support the expansions and development of TIAs strategic compensation operations management system (SCOMS) that stores teacher designation and allotment information. Work includes leading development of new features in the management systems and leading work with allotment verification on an annual basis. Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Degree field(s): Analytical field (e.g. Computer Science, Engineering, Mathematics, or another related field) Experience: At least fou (4) years of experience in education Substitutions: An advanced degree may substitute for two years of required experience Other Qualifications Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military Demonstrated ability to support data-driven decision making and provide real-time data insights Demonstrated experience in manipulating large data sets Highly proficient in Excel and other data management and manipulation solutions (SAS/STATA/R); knowledge of SQL and/or Python a plus Experience with record keeping, including security procedures for handling, protecting and distributing confidential data Experience with data visualization and dashboarding tools such as PowerBI, Smartsheets, Tableau Ability to maintain accuracy and meticulous attention to detail with an ability to produce high quality work in a dynamic environment Highly organized; ability to manage multiple projects at one time and meet deadlines Understanding of educational systems and relevant state and federal K-12 education policy and research base is preferred A desire to self-reflect, give/receive feedback and continuously improve As an equal opportunity employer, we hire without consideration to race, religion, color, national origin, sex, disability, age or veteran status, unless an applicant is entitled to the military employment preference.
