TEXAS WORKFORCE COMMISSION Systems Analyst (Telework) in Austin, Texas

You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

WHO YOU ARE:

Seeking an IT professional who uses their knowledge and experience to solve business problems, while adhering to the adopted System Development Life Cycle (SDLC). The ideal candidate will have strong problem solving, critical thinking, coaching, and analytical skills. Must have the ability to communicate in a professional, customer-focused manner.

WHAT YOU WILL DO:

Performs highly complex computer systems analysis work in support of the Business Systems Integration (BSI) unit. Work involves coordinating the planning, and analysis of user requirements, procedures, and problems to automate processing or to improve existing systems. Work is performed under limited supervision, with considerable latitude for the use of initiative and independent judgment. Maintains a reliable predictable work schedule. May provide guidance or oversee the work of others. May be called upon to work outside of normal business hours to complete urgent assignments or troubleshoot critical issues.

YOU WILL BE TRUSTED TO:

-Uses standardized project management methodologies, tools, and techniques to address project needs.

-Assist with creating, maintaining, and enforcing global standards.

-Acts as resource to vendor/contract staff on TWC standards and templates.

-Conducts joint application design sessions with customers and IT staff to define business requirements and develop software systems requirements.

-Communicates with users to determine requirements of new programs/systems or modifications to existing programs/systems.

-Prepare complex preliminary and detailed designs, process models, flowcharts, data mapping and other documentation for present and proposed business processes and automated systems to verify design logic and processes.

-May include training, presentations, or system demonstrations

-Develop or assist in developing comprehensive test plans and may coordinate test activities and/or execute test components to ensure changes to existing or new programs meet business requirements and function as designed.

-May review or assist in reviewing documentation and perform quality assurance activities to ensure compliance with program documentation and procedural standards for the assigned project.

-Assist in the diagnosis of problems associated with automated applications and writes detailed specifications for developing or correcting software for handling complex processes to improve system performance and/or accuracy.

-Ensure compliance with all Federal, State, and agency laws, rules, policies, and procedures including IT Handbook and Standard Operating Procedures (SOPs) that govern TWC IT.

-Contribute to teamwork and communicate effectively.

-Promote an image of IT excellence.

-Performs other duties as assigned to maintain IT operations.

YOU ARE A GREAT FIT WITH:

-Experience as a systems analyst or a bachelors degree, preferably in a technical or analytical field and three years of experience as a systems analyst.

-Experience with FileNet and Captiva.

-Experience with Captiva and/or ImageTrust.

-Recent experience in gathering requirements, quality assurance testing and/or knowledge of the UI Benefits, Tax and/or Appeals Systems.

-Experience conducting fit/gap sessions, performing system configuration conducting testing including UAT and developing training documentation.

-Experience preparing project documentation such as: system requirement specification, functional design specifications, architectural diagrams, flowcharts, screen prototypes, wireframes, interface specifications, data migration rules, logical workflow charts, database design specifications and data warehouse design specifications.

-Experience with a document management system (object storage system is preferred).

-Skills in developing creative and workable solutions to complex problems.

-Knowledge of SDLC (agile, waterfall) principles and practices.

-Proactive and detail-oriented; able to manage multiple concurrent projects and tasks; and meet deadlines in a fast-paced environment.

-Experience using Microsoft Word, Excel, Visio, and DB2.

-Ability to communicate effectively verbally and in writing.

-Experience in TWC environment and technology platforms.

-Experience in Public Sector delivery.

YOU QUALIFY WITH:

-Graduation from an accredited four-year college or university with major coursework in computer science, computer information systems, management information systems, or a related field, plus two years of full-time experience in computer programming, systems analysis and/or program analysis or two years of full-time experience which provided general knowledge of data processing or systems analysis.

-One year of full-time experience may be substituted for each year (30 semester hours) of education.
