Your Impact at SAM

Project is with ASN Constructors on the design build Fargo/Moorhead Diversion Ditch Project.

Candidate must report to work on the project in Fargo, North Dakota.

Reports to the Developer's Project Quality Manager and is responsible for implementing and overseeing the Developer’s quality management processes during the Construction Work. The D&C Contractor’s Construction Quality Manager is responsible for preparing the Construction Quality Management Plan and implementing it within the required schedule constraints, revising or updating the Construction Quality Management Plan when deficiencies are identified or Project needs dictate, verifying application of the Construction Quality Management Plan at all tiers of the Developer’s design organization, and leading audits of the Construction Quality Management Plan throughout the Work. The D&C Contractor’s Construction Quality Manager will report Construction Work QA/QC activities and results to the Authority and manage lower tier construction quality managers.

For future assignments with SAM:

Senior Project Engineer may serve as or support Project Manager and may serve as primary point of contact for construction contractor and client representatives on a large project. This role may manage contract administration and construction engineering and inspection (CEI) operations of highway and/or bridge construction projects per DOT contract documents, procedures, specifications and manuals. The Senior Project Engineer provides oversight and review of SiteManager activities to ensure compliance with contract. The role requires contact with client, typically a governmental agency, private entities including construction contractors, and other SAM staff.

  • Review and interpret plans, specifications, construction schedules and other construction documents for clarity, completeness, sequence and constructability

  • Facilitate continuous coordination between all stakeholders

  • Organizing and conducting the pre-construction meetings

  • Chair weekly construction progress meetings as appropriate

  • Coordinate with Project Manager to monitor CEI budget. Take corrective action as required to manage both staffing and schedule

  • Conduct or facilitate the review of Shop Drawings and RFI’s to support successful project

  • Monitor and track construction activities and progress

  • Evaluate and process the contractors request for payment as directed by Project Manager

  • With concurrence of the project manager, administer the change order process; review requests for schedule or cost adjustment and negotiate changes to the contract; prepare change order documents for approval

  • Provide guidance and direction as needed to CEI project staff

  • Implement and oversee compliance with administrative and business operations activities including human resources, training programs, inventory, safety and budget monitoring

  • Maintain effective client relationships and leverage project experience to win work

  • Assist with the coordination, development and production of proposals, SOQs and presentations, ensuring the highest quality of information and documentation output

  • Review implementation of established procedures and implement preventive and corrective actions

  • Perform other tasks as assigned to help accomplish the Company’s strategic goals

What You Bring to SAM

  • Must be a licensed professional engineer in North Dakota (at Financial Close) and have a minimum of 15 years of experience as a construction quality manager for complex multidisciplinary construction projects. Experience must include at least one completed assignment as quality manager for a project which is complete with a constructed value of at least $400M or for at least four separate construction projects that are complete each of which had a constructed value of at least $100M following USACE or AASHTO construction specifications, including preparation of quality management plans, sequencing quality activities related to construction work, managing and resourcing construction teams, implementing construction quality management processes, and facilitating and verifying corrective activities for non-conforming work.

  • Degree in construction management, civil engineering or related field desired but not required

  • Minimum of 15 years of experience related to construction management for transportation projects

  • 4+ years of responsible charge experience as a Project Engineer and/or Resident Engineer on roadway and bridge construction projects is preferred

  • Capable of leading a project team

  • Thorough knowledge of Client / DOT specifications and standards is required

  • Experience performing barricade and environmental inspections preferred

  • General knowledge of bridge class construction and inspection procedures

  • Experience with Site Manager, Primavera or other scheduling software preferred

  • Proficient in MS Word / Excel / Outlook

  • Motivated to develop business from new and existing clients

  • Possess an extensive understanding of construction standards and practices

  • Skill in construction document handling and administration

  • Skill in organizing and managing cost estimating, bidding, and scheduling procedures

  • Skill in documenting and assessing field conditions, RFIs and change orders
