GENERAL DESCRIPTION The Railroad Commission of Texas is seeking a motivated Public Outreach Manager in the Communications Divisions Office of Public Engagement to educate local communities on the agencys role in regulating Texas energy industries and promoting awareness of the agencys responsibilities, rules, regulations and programs. ESSENTIAL JOB FUNCTIONS Represents the agency at speaking engagements and exhibitions. Supports staff from other RRC divisions at exhibit booths. Coordinates invitations for RRC speakers for professional events. Identifies targeted outreach opportunities. Works with divisions support services position in purchasing booth space and amenities, and travel. Coordinates customer service responses to public inquiries, requests and complaints. Answers questions and explains relevant state and federal rules, regulations, programs, and procedures to the public and other stakeholders. Coordinates the preparation and distribution of informational materials, talking points and fact sheets. Assists in the illustrative, photographic, or audiovisual content of products. Conducts interviews, researches sources, and ensures the completeness and accuracy of printed and online materials. Analyzes agency content for accessibility and recommends changes to make content accessible and remediate accessibility issues. Maintains and updates, on an annual or quarterly basis, PowerPoints used by agency staff for presentations. Compiles customer service survey response summaries. Hosts foreign delegations and other diplomacy events. Provides speaker training for RRC employees. Assists in coordinating the annual RRC Regulatory Conference and events. Graduation from an accredited four-year college or university with major coursework in public relations, advertising, or marketing is generally preferred. A valid Texas Drivers License and good driving record. Experience and education may be substituted for one another. Preferred Qualifications Experience speaking at conferences or public meetings. Experience co rdinating presentations. Experience developing informational materials. Experience planning and managing events. Skill in project management. Proficiency speaking and writing Spanish. KNOWLEDGE, SKILLS, AND ABILITIES Knowledge of marketing, communication media and various social media platforms. Skill in editorial concepts and practices. Working knowledge of Microsoft Office and other Windows-based software. Skill in graphic design concepts and practices and the applicable software such as applications featured in Adobe Creative Cloud. Ability to gather and analyze information and devise solutions to problems. Knowledge of training techniques for public citizens. Experience in coordinating webinars and webcasts. Skill in working with a team. Skill in forming and maintaining positive and productive working relationships both inside and outside the RRC. Skill in maintaining a high level of accuracy and attention to detail. Good organizational, communication and writing skills. Ability to maintain a professional demeanor in any situation. Ability to maintain confidentiality of information. Ability to work independently for long periods of time while meeting workload demands. Ability to multi-task and prioritize tasks and assignments. Ability to meet deadlines. Ability to lift, carry and move an average of 50 lbs. to perform daily duties. Ability to travel up to 20% throughout the state. Ability to occasionally work extended work hours and weekends. Work Hours and Telework:Standard office hours for Commission employees are 8:00 a.m. to 5:00 p.m., Monday through Friday. Our agency offers alternate schedules for employees, as long as it does not adversely affect operations and service levels, and standard hours of operation are maintained. The Commission may also offer telework based on the agencys approved Telework Plan. Alternate work schedules and telework may be discussed with the hiring manager during the interview process.
