Job Description The Railroad Commission of Texas, recognized as a worldwide leader in the regulation of oil and gas exploration, seeks a Technical Coordinator in the Field Operations - Site Remediation Section of the Oil and Gas Division in Austin, TX. The State Managed Cleanup Program (SMCU) Technical Coordinator determines the assessment and cleanup needs for abandoned oil field sites and serves as the Austin contact for designated District Office cleanup activities. The Technical Coordinator will use knowledge and experience in environmental assessment, hydrogeology, waste management practices, oil and gas regulation, as well as regulatory cleanup requirements to protect human health and the environment. This position offers the opportunity to use skills involving risk-based cleanup, geochemistry, remediation strategies, and oil and gas operations. Some training and experience with OG Operations, hazardous substances and the use of protective gear and breathing apparatus is required. This position offers the opportunity to learn the latest oil and gas operations and procedures; site cleanup regulatory requirements and assessments; and exploration production facility identification and classifications. The applicant must have excellent writing skills, and be able to prepare comprehensive and concise evaluations and reports, individually, or as part of a team. Previous training or experience on hazardous substance worker safety (HAZWOPR) is highly preferred. The Technical Coordinator will work under the supervision of the Site Remediation Section Manager and guidance of the SMCU Team Lead. Essential Job Duties Prepare procurement plans, request for qualifications, request for proposals, request for quotes, and review or generate work orders, and engineering firm authorities upon review of a site-specific work plan under State Managed Cleanup Program (SMCU) guidelines, for management review and approval. Support district office cleanup coordinators with developing sampling plans, preparing change orders for contracts, solving cost issues with contractors, providing guidance for contract management and evaluation, reviewing water well complaints, and maintaining an accurate and accessible records management system. Review environmental investigation reports, prioritize site cleanups and assessments in assigned area, nd compose appropriate correspondence. Travel as needed to district offices and work sites to conduct and attend mandatory site viewings, pre-bid conferences and witnessing work in the field with contractors. Interpret laboratory and field testing procedures and results and determine acceptable levels of groundwater and soil contaminant remediation based on federal and state rules, risk reduction guidelines, and risk assessments. Meet with cleanup contractors, environmental engineering firms, oil and gas companies, and other environmental consultants to prepare proposals for environmental investigations and remediation. Travel to worksites and district offices to log projects, manage site information database, coordinate assignments, and monitor project status, as necessary. Provide technical guidance and assistance in drafting letters and reports concerning Railroad Commission (RRC) statewide rules and procedures. Submit cost and operation reports to management for emergencies and major cleanups. Update procedure manuals and training modules, as needed, to fit business needs. Walk up to two miles, in all weather conditions, to conduct site inspections and oversee projects. Performs additional work assignments, to maintain production workflow. For Military Crosswalk information, please visit Military Crosswalk for Occupational Category - Engineering and Design Qualifications: Minimum Qualifications B.S. in Engineering, Geology, Environmental Science, or a related field from an accredited four-year college or university, or Associates Degree or technical certification from accredited technical institute/college plus two years' work experience.Twelve (12) months experience related to field of study or job assignment,Experience and education may be substituted on a year for year basis. Preferred Qualifications Experience in environmental investigation and cleanup utilizing Texas Risk-Reduction Program (TRRP) or other similar risk-based cleanup protocols. Experience in oil and gas regulatory functions and knowledge of the Railroad Commission's rules, policies, and procedures. Knowledge, Skills, and Abilities Skill in higher-level/college-level mathematics and a working knowledge of engineering techniques and principles. Experience interpreting isotopic signatures and hydrocarbon fingerprinting a plus. Demonstrate understanding and ability to apply geological concepts, techniques, theories, principles. Working knowledge of Microsoft Office, Microsoft Access, and other Windows-based software. Skill in maintaining high level of accuracy and attention to detail. Good organizational, communication, and writing skills. Possess a valid Texas Drivers License and a good driving record. Ability to drive and change tires on ton truck. Ability to walk up to two miles in varying weather conditions, as required, to perform inspection work. Ability to lift, carry, and move an average of 50 lbs. to perform daily duties. Ability to work independently for long periods of time while meeting workload demands. Ability to multi-task. Ability to travel 10 - 15% throughout the state to carry out assignments and perform site reviews.
