TEXAS WORKFORCE COMMISSION Manager (Hybrid) in Austin, Texas

WHO YOU ARE: A collaborative engaged leader who will oversee BSS staff. You possess strong, project management, planning, problem solving, critical thinking and analytical skills and communicate in a professional and customer-focused manner. The ideal candidate must have a secure, dedicated workspace with Internet service and the ability to maintain a reliable consistent work schedule during regular business hours.

WHAT YOU WILL DO: The Manager III performs complex (journey-level) managerial work administering the daily operations and activities of a business function, division, or department. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: -Manage day-to-day activities of the conference planning and board relations teams that perform conference planning and board governance of the 28 Workforce Board areas across the state -Conduct research and make recommendations on products, services, and best practices. -Develop and maintain standard operating guidelines, policies, procedures, standards, and instructions -Use project management software (for example MS Project) to plan, assign tasks and ensure timeliness and success of various agency conferences. -Organize assigned staff to align with workload demands, fill vacancies, sustain operations and operate within the department budget. -Coach, counsel, and mentor direct reports -Oversee the implementation of changes resulting from new legislation and process improvement projects. -Develop and implement quality assurance procedures, standards and methodologies. -Develop and evaluate conference budget request and monitor conference budget expenditures -Gather information on department accomplishments and reports metrics -Prepare management reports; and reviews and approves documents and reports developed by employees to ensure professional quality and appearance, appropriate content, consistency, and responsiveness. -Provide training, develop, and conduct presentations and/or demonstrations to TWC staff and partners including Board Executive Directors. -Develop conference resource and cost estimates, manages conference budgets and expenditures. -Ensure staff, workforce boards are in compliance with Federal, State, and agency laws, rules, policies, and procedures. - Provide technical expertise and guidance for the BSS Department - May confer with executive leadership to develop strategic plans and long- and short-term goals for the department. - May manage the preparation, development, review, and revision of legislation. -Oversee special investigations, project analyses, research studies, and internal compliance audits. - Supervise the work of others. (Supervisory experience required) -Perform other duties as assigned.

YOU QUALIFY WITH: -Four years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, one year of which must have been in an administrative management or supervisory capacity. -Relevant academic credits may be applied toward experience qualifications for this position.

YOU ARE A GREAT FIT W TH: -Graduation from an accredited four-year college or university with major coursework in management, business, or public administration -Experience in conference planning to include planning from start to finish using project planning software. -Four years' experience in progressive growth in a management and leadership-responsible position managing operational and daily activities for a program or team. -Demonstrated knowledge of local, state, and federal laws and regulation relevant to Board Governance. -Experience in strategic planning, resource allocation, leadership, and management -Experience developing policies, reviewing guidelines, procedures, rules, and regulations. -Knowledge of the principles and practices of public administration, management and conference planning -Excellent interpersonal/communication and presentation skills with the ability to articulate to all levels of the agency. -Strong consultative, analytical, and problem-solving skills. -Ability to produce and present clear, concise, and professional communications, trainings and presentations. -Experience in planning, developing and coordinating large conferences with 100 plus attendees -Knowledge of and ability to use Microsoft Office software applications, including Word, Excel, MS Project, PowerPoint and SharePoint
