Directs and oversees activities of the Bridge Division to include bridge project development, design of bridges and associated structures, geotechnical design, development of statewide standards and manuals, development and evaluation of construction specifications and processing and review of project design plans. Oversees the Federal Bridge Program and matters concerning bridge project development and programming. Oversees the Bridge Inspection Program and matters concerning construction and maintenance of bridges and related structures. Recommends policy, procedures, staffing and funding required to execute division programs. Reports to the Director Engineering and Safety Operations. Work requires extensive contact with high-level executives, governmental officials, transportation industry representatives and private entities. Employees at this level perform work at the highest level of discretion and independent judgment and are responsible for final outcome. Essential Duties:Directs coordination and research among districts, divisions and federal and state agencies on bridge bridge-related activitiesOversees and directs risk assessments in areas f responsibility of potential fraud, waste and abuse and in conjunction the Administration, develops and implements policies and procedures to identify, prevent and eliminate fraud, waste and abuseOversees bridge project development and the administration of the federal bridge program for the rehabilitation and replacement on-and off-system bridgesOversees the administration of the statewide bridge inspection program for on-and off-system bridges including bridge construction, maintenance and other field support to the districts.Oversees the design and preparation of standard drawings and special details for all types of bridge and traffic structures and drainage plans in use on the state transportation system.Oversees the development and processing bridge and bridge-related construction and maintenance Plans, Specifications, and Estimates to be utilized in contract letting.Recommends staffing and funding for division-related activities.Recommends to the Chief Engineer through the Director of Engineering and Safety Operations, and develops, implements, and monitors Department policies, standards, and guidelines for the design, construction, maintenance, and inspection of a safe and comprehensive state bridge system.Represents the Department at national, state, and local levels concerning bridge and bridge-related activities.Reviews proposed legislation and directs the implementation of legislation affecting bridgesPerforms other job responsibilities as assigned.
