Work involves establishing strategic plans, goals and objectives, developing policies, reviewing guidelines, procedures, rules, and regulations; establishing priorities and standards for statewide facilities to provide accessible, safe and healthy physical buildings and facilities that comply with all applicable statutes, for use by employees and some citizens, and implementing those plans by directing, through assigned subordinates, the administrative, technical and operating functions of the Bureau to attain established Bureau goals and objectives efficiently and effectively. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. ESSENTIAL DUTIES / RESPONSIBILITIES: 1. Direct, develop, implement and evaluate activities of staff in Construction Management, Drafting and Leasing. Oversee the establishment of goals, priorities and objectives consistent with the agencys strategic plan. Direct, develop, implement, evaluate, monitor, and control department planning and construction management activities; coordinate with wide variety of internal/external representatives statewide to accomplish design, construction, renovation, maintenance, and/or repair of new and existing facilities; and may assist with the acquisition/disposal of real property. 2. Direct construction management staff, Drafting and Leasing Specialists, subcontractors and other vendors to complete work orders related to assigned projects and coordinate with other sections of Facilities as needed day or night, including weekends and holidays. Direct the development of designs, drawings, standards, specifications and cost estimates for construction projects, infrastructure, specialized equipment, and instruments. Initiate or report the current status of completion of renovation or new construction projects. 3. Review and approve the documentation required to initiate or report the current status of completion of renovation or new construction projects, change orders, payments for invoices for construction related activities. 4. Plan, develop, evaluate, interpret, and coordinate statewide facilities and construction policies; review guidelines, procedures, rules, and regulations; and monitor compliance. 5. Review and approve inspection and progress reports, invoices for materials and periodic progress of contracts, overtime labor costs and related disbursements from various budget accounts. 6. Review an process documentation packages prepared by assigned staff of requests for maintenance and minor repairs, reports of on-site inspections, determination of total Department or Division needs from assessment studies and conference discussions, and various factors that affect priority; prepare summaries, proposed schedules and recommendations. 7. Develop, review, and approve maintenance, repair, and project budgets. Assist with Facility condition assessment as requested. 8. Oversee the development and evaluation of internal audits, research studies, construction forecasts and modeling exercises to provide direction and guidance. 9. Manage activities using accepted project management methodologies related to the assigned projects for DPS (Department) facilities. Ensure applicable codes and standards are followed, e.g. ADA (Americans with Disabilities Act), Title II, Texas Accessibility Standards, and Life Safety Code 101, and energy conservation guidelines on assigned projects. 10. Analyze existing business processes and document inefficiencies, problem areas, gaps, and opportunities for improvement and develops performance metrics for the staff in Construction Management, Drafting and Leasing. 11. Plan, develop, evaluate, interpret, and coordinate statewide facilities construction and project related policies; review guidelines, procedures, rules, and regulations; and monitor compliance. 12. Review results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance. 13. Represent the agency at business meetings, legislative sessions, conferences, and seminars or on boards, panels, and committees. Serve as a liaison with internal/external customers including high-level executives, governmental officials, and the public. 14. Plan, assign, and supervise the work of others including subordinate supervisors. Coordinate staff, vendors, and sub-contractors during emergencies related to building functions day or night, including weekends and holidays. 15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies. 16. Perform other duties as assigned. Qualifications: GENERAL QUALIFICATIONS and REQUIREMENTS: Education Graduation from an accredited four-year college or university with major coursework in Architectural, Engineering, and/or, construction management, or related field required. Experience Minimum of six (6) years progressively responsible work experience in construction or project management industry, with at least four (4) years progressively responsible managerial/supervisory experience. Experience in the construction field or Facilities Management program is preferred.Substitution Note: Progressively responsible work experience of the type described may be substituted for the educational requirement with one (1) year equal to thirty (30) semester hours. Licensure and/or Certification Must possess a valid driver license from state of residence. Architectural License or Engineering license preferred. Regulatory Knowledge Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures relevant to commercial construction, office building maintenance and the principles and practices of public administration and business management including budgeting methods and procedures. Construction Knowledge Knowledge of processes, procedures, methods, various standard materials, and supplies applicable to constructing, remodeling, maintaining, and repairing office buildings and other structures. Knowledge of construction project budgets; and of purchasing methods and procedures.
