Job/Position DescriptionUnder the supervision and direction of the Deputy Associate Commissioner (DAC) of Regional Operations for Child Care Regulation (CCR) in the Regulatory Services Division (RSD), of the Texas Health and Human Services Commission (HHSC), the Director of Field of Child Daycare Operations provides leadership, strategic direction, management, and guidance to the CCR Daycare team. This position performs advanced leadership and oversight activities for the daily operations of the child day care regulation program. This includes program specialists, the Director of the Unregulated Operations Unit (UOU) and the Daycare Regional Directors who lead and manage Program Administrators, Supervisors, and Inspectors that perform regulatory functions in the field throughout the state. The position is involved in establishing the strategic plan, goals, and objectives of the CCR program, reviewing policies, procedures, and rules, and establishing priorities, standards, and measurement tools for determining progress in meeting program goals. The position is responsible for regional implementation of CCR policy and other initiatives, as well as best practices.The Director of Field must possess and be capable of high-level, data-driven decision making, public speaking, emotional intelligence, and the ability to develop relationships with internal HHSC staff, providers, stakeholders, and community leaders. The position interacts routinely with CCR direct delivery staff, CCR state office staff, CCR and RSD senior leadership, HHSC executive leadership, HHSC legal staff, other state agencies, and external stakeholders. This position also interacts with advocacy groups, elected officials, and legislative offices on behalf of the agency. This position must lead with innovated mindset and must be skilled in continuous process improvement. This position provides direct oversight of service delivery and management of operations and resources and is responsible for consistency and accountability in regulatory service delivery statewide. This position is responsible for developing and mentoring the Program Specialists, UOU Director, and Regional Directors, and is responsible for overseeing the daycare statewide budget and must be capable of making sound budgetary decisions.The position works under minimal supervision with considerable latitude for the use of initiative and independent judgment.Essential Job Functionsand#149;Directs and supervises the Regional Directors, Director of UOU, and state office program specialists as they regulate and educate child day care programs by monitoring the scope, content, and quality of services in accordance with program and agency policy. Develops, implements, and monitors plans, procedures, and functionality to ensure effective budget allocation and management resources. This includes monitoring and overseeing associated interagency contracts related to child day care operations. Provides program expertise, direction, guidance, technical assistance, and consultation to staff. Travels statewide at least quarterly to participate in and observe field operations such as inspections and investigations.
