Position Summary Performs advanced (senior level) managerial work providing direction and guidance to the GL Accounting Department. Develops policies and procedures; reviews state accounting guidelines, processes, rules, and regulations; establishes department priorities and goals. Plans, assigns, evaluates, and supervises the work of others. Works under minimal supervision of the Sr. Director of Budget, Payroll, and GL Accounting with extensive latitude for the use of initiative and independent ju gment. Directs the GL accounting department including the Manager of GL accounting, ensuring compliance with agency policies and administrative requirements Serves as a resource on accounting and fiscal matters; advises the accounting staff on the proper methods for recording financial transactions; keeps the Sr. Director of Budget, Payroll, and GL Accounting apprised of all accounting activities. Plans, assigns, and supervises the work of the GL Manager and leads the vision, direction, and daily operations of the Accounting Department staff; includes conducting timely performance evaluations. Develops procedures, policies and prepares special financial reports as necessary for DIR, the Comptroller of Public Accounts (CPA) and other interested parties. Prepares the agency's Annual Financial Report in collaboration with the Sr. Director of Budget, Payroll, and GL Accounting according to CPA guidelines including the non-financial annual report. Oversees the preparation, entry and maintenance of revenue and expenditure records; provide accurate financial information to DIR employees, state and federal officials and other interested parties Collaborates with the Budget Office on Development of and submission of the Legislative Appropriations Request (LAR), Biennial Operating Plan (BOP) and Internal Operating Budget (IOB); Development of and submission of external reporting to the SAO and LBB, such as Texas.gov financials, USAS-ABEST reconciliation, contract workforce summary, and full-time equivalents (FTEs); Maintenance and preparation of ongoing financial reporting for internal stakeholders, including monthly financials and Board financials; Forecasting revenues and expenditures, based on accounting data from USAS and CAPPS Oversees the cash processing and general ledger activities ensuring entries and adjustments are made to proper accounts. Reviews and approves all journal vouchers and reconciliations prepared by the general ledger accountant. Performs online Uniform Statewide Accounting System (USAS) entries. Review USAS Error Reports; makes required corrections on USAS and notifies the Sr. Director of Budget, Payroll, and GL Accounting of transaction exceptions that require special attention Ensures that all appropriations, purchase, travel and interagency transaction vouchers, and cost allocations are processed timely and accurately, according to agency policies, CPA guidelines, General Appropriations Act and federal regulations; remains abreast of the latest developments in state governmental accounting, CPA policies and Appropriation Act requirements Establishes appropriate internal controls and ensures that they are monitored and implemented in compliance with accounting guidelines and processes; includes maintaining the overall quality controls of the accounting system and ensures the integrity of system processing and accounting files Collaborates with DIRs People and Culture Office and Budget Finance Office to administer payroll set-up, budget set-up, and appropriate maintenance in both USAS and CAPPS; Collaborates with agency level 1 support in state system security coordination Performs other related duties as assigned Qualifications: Education Bachelor's degree from an accredited four (4) year college or university with major course work in business, accounting, financial planning and analysis, or fina
