TEXAS WORKFORCE COMMISSION Deputy Director (Hybrid) in Austin, Texas

Who You Are: An experienced manager with in-depth knowledge of Texas government procurement and contract management requirements, who is adept at policy development and implementation.
What you Will Do: As a Deputy Director (Director I) you will perform advanced (senior-level) managerial work, providing direction and guidance in the strategic operations and planning of the Procurement and Contract Services Department of the Business Operations Division. This position acts as an assistant to the top procurement leader for the agency and works under minimal supervision, with extensive latitude for the use of initiative and independent judgment.
You Will be Trusted To: -Assist in activities for the agency in procurement, and grant administration. -Assist in the development, implementation, and (re-)evaluation of strategic plans, goals, objectives, standards, and metrics. -Assist in the development, review, and approval of budgets for the department and its sections. -Help to ensure that data is accurately collected and reported internally and externally. -Help to identify the need for new and revised departmental policies, procedures, and processes. -Help to monitor and ensure compliance with policies and laws. -Use process improvement to perform with better quality, timeliness, and efficiency continuously. -Assist in providing consultation, direction, guidance, and assistance to internal and external stakeholders. -Represent the agency at meetings, legislative sessions, conferences, and seminars. -Assist in reviewing and act on results of investigations, internal audits, studies, and similar resources. -Help to plan, assign, and supervise the work of others. -Occasional travel to professional conferences/training. -Perform related work as assigned.
You Qualify With: - Five years of full-time experience in the oversight and direction of an agency program; or in strategic planning and policy development and implementation, two years of which must have been in an administrative management or supervisory capacity. - Relevant academic credits may be applied toward experience qualifications for this position.
You Are a Great Fit With: -Certification as a Certified Texas Contract Developer. -Certification as a Certified Texas Contract Manager. -Three years of work experience in Texas state government related to purchasing and contracting, including work in the development of requests for proposals, requests for offers, and other competitive solicitation instruments. -Two or more years of work experience related to grants, including work in the development of requests for applications, requests for proposals, and other competitive grant solicitation instruments. -Two years of work experience supervising others at a state agency.
