Performs highly advanced business analysis work by planning and overseeing business process analysis and implementing necessary measures to meet departmental needs. Oversees the development, enhancement, and maintenance of information resource applications for the department. Develops, writes, and reviews conceptual business process design specifications; plans, analyzes, coordinates, and supports the information needs of the department. Leads the Technical Services team within the Financial Management Division, assigning, monitoring, and reviewing the work of approximately five team members. Serves as a technical expert for TxDOT Department applications. Requires regular interaction with vendors, contractors, information providers, project managers, and department management. Employees at this level are virtually self-supervising and assume direct accountability for their work product. This position reports to the Financial and Business Services Manager.Essential Duties:Maintain department applications and deploy cubes across all active environments (Production and Development).Manage the monthly consolidation process and collaborate with business unit leaders to ensure financial data is uploaded into departmental applications accurately and on time.Create, maintain, and update financial reports and forms as needed.Assist finance and technology leaders in defining the roadmap for the department application platform.Support the day-to-day operations management of the department application environment and related products as the primary reporting/consolidation platform.Develop and implement management controls and oversight procedures related to cash forecasting reporting through the department application.Manage third-party vendor relationships, including coordinating with the company's implementation partner for new and complex solutions addressing business requirements.Act as the Financial Management Division's primary liaison with department application support for requests, issue escalation, and product enhancement requests.Ensure upgrades and patches for department applications are coordinated with organizational timing and appropriately tested.Create business requirement documents, SOPs, training materials, and supporting documents, updating as necessary.Develop and publish new Tableau reporting content upon request.Hold regular meetings with team members to discuss ongoing projects and provide feedback.Assist the supervisor with quarterly staff performance evaluations.Help the supervisor with developing candidate questions, screening applications, and interviewing for team vacancies.Develop project plans that include establishing business vision, identifying and analyzing business processes, and assessing highly complex internal/external customer needs.Plan and coordinate activities associated with delivering complex business and information analyses, information repositories, and IT-based applications.Assist in testing, validating, updating, and enhancing applications.Prepare and deliver presentations.Stay current with policies, procedures, and legislation impacting various business areas.Analyze business value of proposed changes and reporting enhancements, making recommendations to Financial Management LeadershipPerform other job responsibilities as assigned.
