We are seeking a leader who has a positive attitude, excellent customer service skills, and the ability to meet required deadlines. The ability to prioritize work, track progress, and execute timely follow up is critical. The position will be located at Camp Keyes in Augusta. Partial telework will be permitted with management approval.

Selected candidate must be able to pass a federal background check.

Primary responsibilities include:

  • Planning, directing, and coordinating the activities of the procurement team.

  • Ensure procurement practices are consistent with State procurement laws and regulations.

  • Implements, administers, and complies with human resource laws, policies, procedures,

  • Developing SOP’s and training materials for Contracting/Procurement section.

  • Coordinating and collaborating with other department groups to create efficient RFP’s, RFQ’s and planning of major purchases.

  • Building effective working relationships with State of Maine Procurement department personnel.

  • Consults with client agencies regarding unusual or complex product/service needs and budget requirements in order to determine contract specifications, delivery requirements, performance milestones, and evaluation criteria for award decisions.

Skills or knowledge required:

  • Ability to plan, direct, evaluate, and coordinate the work of subordinates and to delegate effectively.

  • Ability to supervise subordinate personnel.

  • Knowledge of contract administration practices and procedures.

  • Knowledge of negotiation techniques

  • Ability to communicate effectively, both written and verbal.

  • Ability to exercise discretion in handling confidential material.

Minimum qualifications:

Eight (7) years training, education, and/or experience in business administration, purchasing, or a related field which includes a minimum of three (3) years experience in the large-scale purchasing of a wide variety of goods involving direct contact with vendors and sales representatives.

Preference will be given to those applicants:

  • Experience with Microsoft Office, Adobe, and other Business Databases.

  • Experience with Advantage Accounting System.
