Risk Management Division

AGENCY INFORMATION:

The Risk Management Division provides insurance services to State government, designated quasi-state entities and the Maine Community College System. With the exception of workers' compensation and health insurance, Risk Management administers all property and liability insurance programs for the State government.

POSITION DESCRIPTION:

We are seeking a motivated individual with broad Property & Casualty experience and leadership skills to assist the Director with overseeing all aspects of the Risk Management’s functions (see Core Functions and Responsibilities, below):

CORE FUNCTIONS AND RESPONSIBILITIES:

  • Support the Director with establishing insurance rates, budget development, grant management, contract and policy review, and administrative functions.

  • Plan, organize and coordinate insurance processes; manage workflow and provide oversight to staff.

  • Develop and mentor a dedicated team of clerical and professional staff.

  • Exercise initiative and judgment interpreting and applying policies, laws, rules and regulations to ensure accuracy and efficiency.

KNOWLEDGE, SKILLS, AND ABILITIES:

The background of a well-qualified candidate will include:

  • Being a highly organized self-starter capable of using professional judgement, prioritizing responsiveness, and applying analytical thought for problem solving.

  • Excellent communication skills across all levels, both written and verbal.

  • An ability to be flexible and adjust to business needs while balancing multiple tasks, deadlines, and priorities.

  • Ability to prepare and analyze complex fiscal records and reports.

  • Coordinate Requests for Proposal (RFP’s) and Request for Information (RFI’s).

  • Knowledge of insurance underwriting or claims adjusting.

  • Ability to proactively identify opportunities for process improvement and implement resolutions with a focus on efficiency and effectiveness.

  • Ability to evaluate risk, identify needs and advise on insurance coverage.

  • Knowledge of financial analysis techniques.

  • Ability to supervise and lead a staff of professional and clerical personnel.

  • Knowledge of human resource management principles, practices, and techniques.

MINIMUM QUALIFICATIONS:

  • Graduation from an accredited college with a degree in Risk Management, Business Administration, or related field and

  • Candidates must demonstrate five (5) years of broad Property & Casualty insurance experience.

  • In lieu of a college degree, designation(s), CPCU, AU, ARM, PCIA, AIC or related insurance designation and

  • Candidates should have five (5) years of supervisory experience.
