Visit www.cdc.gov Responsibilities As a Health Policy and Issues Management Officer you will: The incumbent provides an effective planning, policy, budgeting, legislative, and regulatory framework for the National Center's programs Works with the Director in the formulation and/or prioritization of program goals, objectives, and broad operating policies. Advances program objectives through application of sound planning and evaluation concepts and practices, and recommends meaningful changes in planning, including the need for legislation which results in the improvement of the National Center's activities. Serves as goal planning advisor to the Director and provides theoretical and practical guidance regarding the application of complex, multi-functional, multi-layered goal planning, strategic leadership, analytical goals, objectives, issues, processes, and procedures related to programs and accomplishments of programmatic activities. In consultation with members of the senior program management staff, prepares short (1-3 year) and long-range (3-10 year) goals, objectives, and operational plans for carrying out the National Center's mission. Reviews, analyzes, and evaluates individual long- and short-term plans for their impact and contribution to the National Center's and CDC's long-range plans. As a principal advisor on legislative matters, keeps management informed of legislative developments that have an impact on existing and/or proposed programs, agency relationships, state and local governments, national non-governmental organizations, etc. Reviews and analyzes Federal legislation, regulations, and program descriptions pertaining to public health, advising National Center management and staff, as appropriate. Directs the development and preparation of congressional testimony, bill reports, and responses to requests for information. Negotiates changes through the clearance process, ensuring clarity and attention to broad policy issues. Requirements Conditions of Employment Due to the Centers for Disease Control and Prevention's (CDC's) process enhancement to use Shared Certificates throughout the Agency, some of the requirements below may differ: US Citizenship is required. Males born after December 31, 1959 must be registered or exempt from Selective Service (see http://www.sss.gov). May be subject to a Background/Security Investigation. Security clearance level may differ from the position announced when certificates are shared. One-year probationary period may be required. This position may be subject to a Collective Bargaining Agreement. Time in grade (TIG) must be met within 30 days of the closing date of the announcement. Candidates must have demonstrated or shown the potential to develop the necessary knowledge, skills, and abilities. A supervisory probationary period may be required. Applicants should describe any previous experience or responsibilities which could be used in relation to the supervisory requirements of this position. This position may be subject to the OGE Financial Disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). The position may require the submission of a urinalysis to screen for illegal drug use prior to appointment and be subject to reasonable suspicion and post-accident drug testing upon hiring. Qualifications All qualification requirements must be met by the closing date of the announcement. Minimum Qualifications: To qualify at the GS-15 grade level, you must have at least one year of specialized experience at or equivalent to the GS-14 grade level, which must include the following experience: providing advice on development, and coordination of budgeting, planning, policy, evaluation, legislative, executive and regulatory activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
