National Park Service Supervisory Facility Operations Specialist (Deputy Chief of Maintenance) in Asheville, North Carolina

Summary This position located in Blue Ridge Parkway, in the Maintenance & Engineering Division and serves as a Supervisory Facility Operations Specialist (Deputy Chief of Maintenance & Engineering), responsible for the management of field maintenance operations and reports directly to the chief of Maintenace & Engineering, Blue Ridge Parkway. Responsibilities Major Duties Statement The incumbent serves as a Supervisory Facility Operations Specialist (Deputy Chief of Maintenance & Engineering) for the Blue Ridge Parkway. This position reports to the Chief of Maintenance & Engineering, Blue Ridge Parkway, and is duty stationed at the Blue Ridge Parkway Headquarters, Asheville, North Carolina. As the Deputy Chief of Maintenance & Engineering, the incumbent is directly responsible for providing leadership and management of the field maintenance operations across the four (4) districts of the Blue Ridge Parkway in Virginia and North Carolina. This position is responsible for a multi-faceted organization through the management of subordinate supervisory staff, multi-year/operational budgets, and the utilization of new information technologies. These duties provide stewardship of assets/facilities ensuring, visitor use and enjoyment as well as the protection of natural and cultural resources. Area/Duty Station Information The Blue Ridge Parkway extends 469 miles along the crest of the southern Appalachian Mountains through North Carolina and Virginia between two eastern national parks - Shenandoah and Great Smoky Mountains. Asheville, North Carolina - The duty station is located on the Blue Ridge Parkway at the Park's Headquarters, which is located in Asheville, North Carolina. All goods and services are available in Asheville and the surrounding communities. Requirements Conditions of Employment U.S. Citizenship required. Appointment subject to background investigation and favorable adjudication. Meet Selective Service Registration Act requirement for males Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program. Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You may be required to complete training and operate a four-wheel drive vehicle. You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes. You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority. Qualifications All qualifications must be met by the closing date of this announcement-09/29/2024-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-13 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: Must possess at least one full year of Specialized Experience comparable in scope and responsibility to the GS-12 grade level in the Federal service. Specialized experience for this position includes activities such as: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs fora variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two- story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Documentation for the Land Management Workforce Flexibility Act (LMWFA) eligibility, submission of ALL SF-50s and performance information for each period of temporary/term employment that qualifies for LMWFA. Performance documentation can be obtained by contacting the supervisors for the positions you served in during your 24 months. If they did not complete performance appraisals ask them to provide a statement of performance for each period of service. The statement must specify the dates for each employment period and your level of performance (dates should match the dates on the SF-50s). Land Management Eligible Employees (LMEs) are subject to time-in-grade (TIG) regulations in 5 CFR 300, subpart F. The Land Management Workforce Flexibility Act cannot be used to circumvent TIG, in accordance with 5 CFR 300.603. In accordance with 5 U.S.C. 9602, eligibility under these regulations applies to certain individuals serving, or who served, under a time-limited appointment and have not received a permanent position in the Federal government. Temporary appointment time is not credited toward the probationary or trial period. However, the governing statute at 5 U.S.C. 9602(c)(2) states that individuals appointed under this authority acquire competitive status upon appointment. Therefore, competitive status is acquired by a LME selected via the provisions of the Land Management Workforce Flexibility Act, the selectee is placed on a career appointment, and no further probationary or trial period is imposed upon the selectee. Education There is no substitution of education for experience at the grade level(s) of this announcement. Additional Information A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected the display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay. This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate. Physical Demands: Work is mostly sedentary, with occasional fieldwork requiring the driving of a vehicle. Site visits involving walking over rough surfaces, climbing stairs, and entering facilities that requirement rehabilitation work, and conducting inspections around project sites during field orientation, design, and construction phases. There may be some extended walking through various facilities and carrying of light items such as papers and files. Work may include some exposure to inclement weather. Working Conditions: Work is generally performed in an office setting, with occasional fieldwork involving moderate risks of field maintenance and construction operations. Travel to field sites will be required and may involve driving a vehicle or walking. Travel and site visits may occur during inclement weather such as rain, snow, wind, or high temperatures and may occasionally be scheduled at night or on weekends. The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
