Eagle Harbor Solutions, a Koniag Government Services company , is seeking a Subject Matter Expert (SME) with an active Secret clearance to support EHS and our government customer in the DC Metro area.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Prepare daily and weekly updates, verbal and written, on the status of proposed, pending, and active DCTC tasks, communications, required legislative actions, issues and projects.

  • Create program management tools and processes to track and execute key tasks required by the PD API

  • Manage, track, and enable program milestones, project schedule, and leadership engagements.

  • Support communications, coordination, management, and oversight of the DCTC project workload as set forth by the PD API. Aid in the development of strategic communications, DCTC branding, and internal/external outreach materials.

  • Develop and maintain the DCTC work breakdown structure (WBS), ensuring quarterly updates.

  • Support DCTC-related engagements throughout DoD, such as programs at OSD(R&E), CDAO, the National Security Innovation Network, the Science, Mathematics, and Research for Transformation program, the Office of Management and Budget and others.

  • Assess impact of DCTC issues and concerns, providing senior government leadership with early-warnings and executable solutions

  • Ability to effectively brief Flag Officers, General Officers, and Senior Executive Service members.

Work Experience, Knowledge, Skills & Abilities:

  • Active DoD Secret clearance

  • Minimum five (5) years of relevant experience

  • Bachelor’s Degree in related field

  • Minimum of two (2) years’ experience using Microsoft Word, PowerPoint, Excel, Explorer, Edge, SharePoint, Teams, and Adobe Acrobat Professional

  • Program Management experience.

  • Understanding of UARC and FFRDC management

  • Defense Executive-Level Legislative and Audit Experience

  • Strong analytical skills with the ability to review and interpret complex legislative language.

  • Excellent written and verbal communication skills

  • Ability to synthesize information and present findings in a clear and concise manner.

  • Detail-oriented with a focus on accuracy and thoroughness.

  • Proficiency in conducting legislative research and maintaining up to date knowledge.

  • Collaborative mindset with the capacity to work effectively within a team.

  • Ability to navigate political landscapes and engage with diverse stakeholders.

  • Experience working directly with legislators or government agencies.

  • Knowledge of legislative tracking tools and databases

  • Familiarity with public policy analysis frameworks and methodologies

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
