Eagle Harbor Solutions, a Koniag Government Services company , is seeking a Subject Matter Expect (SME)- Legislative Analysis with an active Secret clearance to support EHS and our government customer in the DC Metro area.

Essential Functions, Responsibilities & Duties may include, but are not limited to:

  • Provide executive level technical and analytic support to OUSD(A&S) in the areas of congressional requests and reporting requirements.

  • Provide database management of the Department of Defense Congressional Hearings and Reporting Requirements Tracking System (CHARRTS) for all OUSD(A&S) CRRs

  • Provide executive level analytic support in the areas of congressional inquiries and reports to congress correspondence packages assigned to A&S

  • Coordinate and review of congressional correspondence and congressional reporting requirement packages to ensure A&S required information.

  • Provide executive level technical and analytic support to OUSD(A&S) in the areas of congressional requests and reporting requirements.

  • Provide executive level analytic support in the areas of congressional inquiries and reports to congress correspondence packages assigned to A&S

  • Provide the Legislative Update to A&S twice weekly whenever Congress is in session.

  • Conduct in-depth analysis of legislative and regulatory documents to assess their potential impact.

  • Collaborate with stakeholders to provide strategic guidance on legislative implications.

  • Prepare reports, summaries, and recommendations based on legislative research.

  • Monitor legislative developments and provide timely updates to the team.

Work Experience, Knowledge, Skills & Abilities:

  • Active Secret clearance

  • Minimum of five (5) years of relevant experience

  • Bachelor’s Degree in related field

  • Minimum of two (2) years’ experience using Microsoft Word, PowerPoint, Excel, Explorer, Edge, SharePoint, Teams, and Adobe Acrobat Professional

  • Experience with CATMS, CHARRTS, and GLADIS

  • Defense Executive-Level Legislative and Audit Experience

  • Strong analytical skills with the ability to review and interpret complex legislative language.

  • Excellent written and verbal communication skills

  • Ability to synthesize information and present findings in a clear and concise manner.

  • Detail-oriented with a focus on accuracy and thoroughness.

  • Proficiency in conducting legislative research and maintaining up to date knowledge

  • Collaborative mindset with the capacity to work effectively within a team.

  • Ability to navigate political landscapes and engage with diverse stakeholders.

  • Experience working directly with legislators or government agencies.

  • Knowledge of legislative tracking tools and databases

  • Familiarity with public policy analysis frameworks and methodologies

Working Environment & Conditions

This job operates in a professional office environment and has a noise level of mostly low to moderate. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

This position is primarily indoors, consistent with a standard office position and has a noise level of mostly low to moderate. The incumbent is required to stand, walk; sit; use hands to finger, handle, or feel objects, tools, or controls; reach with hands and arms; talk and hear. The workload may require the incumbent to sit for extended periods of time. The incumbent must be able to read, do simple math calculations and withstand moderate amounts of stress.

The incumbent must occasionally lift and/or move up to 25 lbs. Specific vision abilities required by the job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus.
