SAIC Senior Legislative Advisor in ARLINGTON, Virginia

Description

SAIC is hiring a Senior Legislative Advisor with an active TS/SCI clearance to provide strategic advice and support to Congressional requirements for the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). The Senior Legislative Advisor will serve as the Congressional subject matter expert and take leadership over the Congressional processes, cycles, and taskings in support of OUSD(R&E).

This position is on site in Arlington, VA with some situational telework.

Job Duties Include:

  • Monitor, develop, and deliver reports and briefings for DoD and USD(R&E) Senior Leadership and members of Congress.

  • Research and develop responses to Congressional requests for information (RFIs).

  • Analyze Congressional bills and reports and provide detailed analysis to the OUSD(R&E) organization and draft responses to legislative actions within the portfolio.

  • Prepare draft legislation for Congressional consideration.

  • Maintain records on past and present actions to provide written responses to Congressional requests.

  • Maintain open communication and establishing close working relationships with the OUSD(R&E) Assistant Secretaries of Defense / Congressional Team / Directors, OSD Legislative Affairs (OSD(LA)), USD Comptroller Budget Affairs and Activity (BAA) Office, Joint Chiefs of Staff (JCS) Legislative Liaison, and legislative liaison offices of the Military Services.

  • Work with OSD(LA) to lead coordination of Congressional engagements on strategic issues within the OUSD(R&E) portfolio.

Qualifications

Required Qualifications:

  • Active TS/SCI clearance.

  • US Citizenship.

  • Bachelor’s Degree with 10 years of related experience or Master’s degree with 8 years of related experience.

  • At least 2 years experience working on the Hill or with Congressional Staff.

  • Experience developing Congressional reports, briefings, and legislative proposals.

  • Excellent written and oral communication skills.

  • Experience in DoD preferred, particularly prior support to senior-level DoD leaderships.

  • Knowledge of Correspondence and Task Management System (CATMS), Congressional Hearings and Reporting Requirements Tracking System (CHARRTS) preferred.
