Robert Half Procurement Manager in Arlington, Virginia

Description

We are expanding our Full Time Engagement Practice by adding a Procurement Manager with USAID experience in Arlington, Virginia/DC Metro area. The role involves overseeing sourcing, contracting, and procurement support tasks with a global organization. The successful candidate will be responsible for a range of duties, from project support for upcoming tenders to participating in supplier negotiations and contracts. In addition, the selected consultant will be experienced with preparing process documentation for compliance and training purposes.

Responsibilities:

• Develop and manage RFQ/RFP documents, including requirements and specifications

• Assist in the research and identification of potential bidders

• Participate in the evaluation of supplier bids/tenders

• Support supplier negotiations and document negotiation memos

• Assist in the contracting process, including executing Non-Disclosure Agreements, Master Services/Purchase Agreement, and Purchase Orders

• Document sole source justifications

• Develop status updates and communication materials as needed

• Provide ongoing project management support through the delivery of equipment/services

• Perform other procurement coordination tasks as directed

• Conduct additional procurement duties related to surge support as requested.

Requirements

• 7+ years experience in Procurement Management

• Comprehensive understanding of RFQ (Request for Quotation) processes.

• Experience with supplier negotiation and contract negotiations.

• Experience in cross-functional project management.

• Familiarity with federal government procurement procedures and regulations, specifically USAID.

• Expertise in procurement within the utilities sector is highly preferred.

• Strong skills in contract negotiations.

• Must possess excellent communication and leadership abilities.

• Bachelor's degree in business administration, supply chain management, or a related field is preferred.
