SC&A Inc Federal Grants Program Manager in Arlington, Virginia

SC&A is hiring a Program Manager (PM) to serve as SC&A’s leader for Federal Grants program support, responsible for leadership, delivery, and management activities.

They will serve as SC&A’s main point of contact for any contract or delivery order supporting federal financial assistance programs. The Program Manager shall have comprehensive contract/task order management experience at both the project management and supervisory levels. The Program Manager should have experience managing large teams, including subcontractors and contractor teaming agreement entities.

Support to federal grant programs includes:

  • project management, tracking and analysis activities for financial assistance awards;

  • support activities associated with funding opportunity announcements (FOAs), requests for information (RFIs), notices of intent (NOIs), notices of technical assistance (NOTAs) and other competitive solicitations such as prizes, rebates and voucher programs;

  • support activities for the merit review processes, assembly of requisition and award packages;

  • conducting project site visits and desk monitoring in accordance with federal policies and regulations; and

  • technical program development and analysis in support of an evolving portfolio of work.

    The position requires the ability to supervise, facilitate, and provide leadership to a diverse group of professional employees and assist with a wide variety of engineering, science, and technical development task areas. The position requires experience with multi-project, high dollar value, Government contracts/task orders and knowledge and experience with the Federal Government, and related policies, applicable regulatory requirements, and programmatic objectives. Knowledge of, or experience with, DOE SCEP programs would be ideal.

    The program manager will oversee multiple partner and subcontractor firms and must be familiar with managing staff and organizations to high performance delivery.

    Position requirements:

    Minimum Education: Master’s degree in a related discipline that provides the skills to perform the functions described in the position description is required.  In addition, candidates must hold a Bachelor’s degree in engineering, business administration, environmental science or a related field.

    Minimum Experience: In addition to the foregoing minimum education requirement, twelve (12) years of relevant experience is required for staff with a Master’s degree. 

    US citizenship is required.
