Drug Enforcement Administration Deputy Assistant Administrator, Diversion Control Policy in Arlington, Virginia

Summary Serves as the Deputy Assistant Administrator Diversion Control Policy by supporting, at the highest level, the Diversion Control Program (DCP) to provide independent and objective leadership and coordination of and recommendation on policies designed to promote business acumen, efficiency and effectiveness in the administration of programs and operations. Responsibilities As the principle advisor to the Assistant Administrator for the DC and with full confidence, provides guidance, direction, and supervision to the assigned sections and the subordinate units within the Office of Diversion Control Policy. Ensures the evaluation of new and existing legislation, regulations, and policies related to the DCP and recommends policy resolutions that are consistent with DEA's statutory mandates. Provides oversight to all phases of policy planning and management of the office, to include policy formulation, direction, coordination, and implementation of worldwide programs pertaining to the diversion of legally produced controlled substances and listed chemicals. As a national authority on policy and regulation, oversees and directs diversion control procedures and policies for large-scale, national, and international enforcement and regulatory investigations. Meets or designates staff to meet with key officials from other federal law enforcement and regulatory agencies, private industry executives, and international organizations to develop policies pertaining to controlled drug and listed chemical-related policy and regulation. Confers with industry representatives and high-ranking officials from outside the agency at national or international levels to settle matters involving significant or controversial issues that impact law enforcement and regulatory controls, such as predicting/confirming abuse potential of a substance or assessing industry security, policy, and regulation needs. Represents the Assistant Administrator in meetings and conferences with key DEA and Departmental officials, law enforcement groups, representatives of international organizations, officials of other Federal, state and local agencies, the drug industry and trade associations. Also, on behalf of DEA is key in working in an official capacity with tribal and international entities and has delegated authority to commit the agency within the limits of assigned resources and program responsibilities in brokering partnerships, decisions, and testifying before Congress as necessary. Requirements Conditions of Employment Qualifications Qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management, and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position. BUILDING COALITIONS/COMMUNICATION: Demonstrated ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofits and private sector organizations, foreign governments, and/or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS: Applicants must submit a statement for each of the MTQs listed below. Please give a complete and detailed answer for each mandatory qualification. Statements shall be limited to a maximum of ONE page per MTQ. MTQ 1 - Demonstrated expertise and experience in leading and managing phases of program planning, evaluation, and management to include direction, coordination, and implementation of large-scale programs or projects. MTQ 2 - Demonstrated experience and knowledge relating to the Controlled Substances Act (CSA) and its implementing regulations. MTQ 3 - Demonstrated experience in policy formulation, including crafting and implementing legislation/regulations/policy with high-level officials at entities such as congressional, international, federal, state, tribal, and/or local, public or private, organizations. Education Education: All academic degrees and coursework must be from accredited or pre-accredited institutions Desired Education: Desired Education: Undergraduate or Graduate Education or equivalent experience.
