Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Oversee policies and procedures in support of execution of Army-wide matters pertaining to Army Family Support Programs. Report directly to the supervisory branch Chief within the Quality of Life/Solider and Family Readiness Directorate, Deputy Chief of Staff, G-9. Responsibilities Administer Army Community Services (ACS) programs supporting families with special needs. Ensure compliance with applicable regulations. Represent Soldier and Family readiness division at various meetings and/or conferences. Interpret policies, or directives, received from Office of the Secretary of Defense (OSD). Research approaches to evaluations and develop techniques suitable for evaluating the programs. Provide technical advice to leadership in the implementation of program policies. Maximize awareness of family support issues and concerns through direct contact with various organizations. Draft regulations and policy guidance to ensure guidance and regulations are effective. Prepare high-level briefings from research, reports or other pertinent data. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Individual Occupational Requirement (IOR) Requirement for Army Community Services Program Specialist: A. Degree: Bachelor's degree (or higher degree) in behavioral or social science, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: A combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR C. Experience: Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes assisting in the development and/or evaluation of policies in support of community services programs such as family advocacy or programs supporting families with special needs; providing assistance in the preparation of various briefings, information papers or reports from research/data of community service programs; and providing guidance to leadership on Family programs, and the evaluation of long-range plans. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. This is a Career Field (CF) 29 - Installation Management position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This position is a term position and may be extended up to a maximum of eight years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met. To be eligible for conversion, employee must complete at least 2 years of current continuous service under a term appointment in the competitive service AND employee must have a current performance rating under such term appointment of at least fully successful or equivalent.
