Job Summary

The Project Manager will assist in capital project management operations during the planning, development, design, construction, close-out, and warranty phases. They will ensure projects comply with the Owner’s Project Requirements, campus standards, and contract documents and provide project quality assurance during construction. The project portfolio will include complex mid- to large-sized higher education academic and research buildings exceeding $10 million. This position is required to interface with faculty, staff, and administrators from a variety of colleges and departments, project representatives, and various professional consultants, contractors, vendors, and other related parties.

Essential Duties and Responsibilities

  • During Project Pre-planning Phase:

  • Assist in preliminary cost per gross square foot estimates to determine Total Project Costs.

  • Assist in the development of building space requirements.

  • Prepare UT System requirements to initiate a new project.

  • Assist in the discussion to determine procurement method.

  • During Planning Phase:

  • Develop RFQ/RFP to procure the selected delivery method.

  • Coordinate programming and design meetings with project team and UTA stakeholders.

  • Facilitate information exchange (UTA guideline specification, UT System guideline specification, UTA stakeholder requirements) for specific building types.

  • Assist in the preparation of submittals and approval process for Capital Improvement Plan preparation, Board of Regents, and Texas Higher Education Coordinating Board.

  • Facilitate timely review of contract documents by UT System’s Office of Capital Projects and Campus engineers and consultants at Schematic Design, Design Development, and Construction Document phases of the work.

  • Facilitate timely reviews of accessibility, building and fire code compliance, Storm Water Pollution Protection Plan, Historically Under-Utilized Business plan, and SECO to avoid delays to the project.

  • Assist in the review of design and construction contracts, changes, technical service contracts, Guaranteed Maximum Price submittals, bid documents, pay applications, etc. Facilitate UT System approvals as required.

  • During construction phase:

  • Provide support to Construction Project management staff to track progress and to assure compliance with Board of Regents Rules & Regulation and applicable State and Federal statutes and regulations.

  • Stay current in Codes and Regulations applicable to design and construction, including International Building Codes, NFPA 101, TDLR, OSHA, ADA, ASHRAE 90.1, SWPPP, and any special requirements of the building type (e.g., research labs, special campus project types, etc.) or the local jurisdictions.

  • Performs other duties assigned, for example, internal OFM projects.

Minimum Qualifications

  • Bachelor’s degree in architecture, Engineering, or Construction Management and minimum of two (2) or more years design and construction experience.

  • Experience with projects exceeding $10 million.

  • Experience can be substituted for the education requirement.

Preferred Qualifications

  • Five (5) years experience in the design and construction fields.

  • Licensed architect or engineer with five (5) years’ experience in the design and construction fields.

  • Involved with projects exceeding $10 million from the preliminary design phase through construction completion.

  • Experience can be substituted for the education/licensure requirement.

Knowledge, Skills and Abilities

  • Knowledge of and experience with appropriate computer applications, such as MS Office Suite, MS Project, Revit, and AutoCad.

  • An Overall Understanding of the Construction Process.

  • Must possess the ability to read and navigate construction documents, RFI’s, and submittals.

Other Requirements

  • Class “C” Operator’s Driver’s License.

Working Conditions

  • Work is performed in a construction office environment and may result in exposure to extreme weather conditions, chemical fumes, and electrical and mechanical hazards.

  • Security Sensitive position.
