Anoka County Highway Project Manager- Environmental in Anoka, Minnesota

Position Description At the Anoka County Highway Department, it is our vision to enhance and protect life by providing safe roads and eliminating traffic congestion. The department has an immediate opening for a Highway Project Manager who will perform various duties. Some of the critical responsibilities of this position include overseeing permit programs and implementing required Prevention plans, including coordinating multiple departments, compliance, documentation, and education programs for Anoka County's MS4 Permit. This is a full-time, exempt, hybridposition. Interviews will take place the week of July 22nd, 2024, for those selected to move forward in the hiring process. Advancement/professional development opportunities. Work Location This position will work at the Anoka County Highway building located at 1440 Bunker Lake Blvd NW, Andover MN 55304. This position may be eligible for flexible work arrangements, including hybrid work, with some days working remotely and some days working in the office. Expected work hours are Monday - Friday 8:00 a.m. - 4:30 p.m. Job Duties and Responsibilities These examples are not all-inclusive and are intended to be illustrative of the primary responsibilities of an Anoka County Highway Project Manager. Oversee permit programs and implement required Prevention plans, including coordinating multiple departments, compliance, documentation, and education programs for Anoka County's MS4 Permit. Obtain the necessary federal, state, and local agency environmental permits related to highway design, construction, and maintenance activities. Provide leadership and guidance to the staff in designing, managing, and implementing various projects, plans, processes, grants, and programs pertaining to all environmental aspects of a Highway project. Act as a subject matter expert for the environmental aspects of project delivery to ensure County projects meet federal, state, and local environmental compliance. Participate in technical advisory groups related to improving water resources management including stormwater runoff, wetland mitigation, groundwater planning, and environmental impacts. Develop and maintain relationships with federal, state, county, and local environmental regulators. Oversee consultant teams working on behalf of Anoka County to provide environmental services for the department or other professional services necessary to comply with regulations and other requirements. Conduct private and public site inspections as needed to ensure site construction erosion is contained within project sites. Review, prepare, and provide input on behalf of Anoka County for environmental review including AUAR's, Environmenta Assessments, Findings of Suitability to Transfer, and Affidavit of Contaminated Substances for Real Property Transfer. Manage the County's Maintenance agreements for Stormwater treatment facilities to ensure County partners comply with EPA monitoring, maintenance, and inspections for compliance with rules and regulations. Coordinate and assist in seeking grant funds for County water resources-related activities. Develop and manage consultant contracts, grant applications, reports, and records. Qualifications and Requirements: Minimum Knowledge, Skills, and Abilities Needed Requires a bachelor's degree and at least 6 years of job-related experience. Preferred Knowledge, Skills, and Abilities Needed Degree in Environmental Science, Biology, Water Resources Management, Geology, Civil Engineering or a closely related field or related field. Ability to prepare complex written reports. Knowledge of federal, state and local laws and regulations pertaining to water resource and environmental management. Physical Demands and Work Conditions Standard office environment, various county work sites both indoor and outdoor, including unfinished structures, construction sites, rough terrain, and changing weather conditions depending on assignment. Vision abilities required by this job include close vision, distance vision, and the ability to adjust focus, such as to work on computers. Ability to see colors, shades and brightness. Hearing abilities required for general and phone communication, signals, and machine sounds. Ability to detect, discern, and tolerate a wide range of scents required for safety and performance of essential duties. Cognitive abilities required include problem solving, prioritization of tasks, short- and long-term memory, interpreting and understanding written documents, and general mathematical skills. Assignments require several hours of varied physical activity in addition to viewing a computer screen, sitting at a desk, or walking/standing. Physical activity may include repeated bending, stooping, reaching, twisting, walking on sloped or uneven terrain, and handling/carrying equipment. Regular lifting of 0-25 lbs., occasional lifting of up to 75 lbs. Equipment used includes computers, phones, and standard office equipment in addition to various inspection and surveying equipment depending on assignment. Inspection and surveying equipment may include but is not limited to digital camera, tape measure, hammer, chisels, boom truck and other machinery, electronic drafting equipment, material testing equipment, power and hand tools, and personal protective equipment. Travel between work sites may require driving a county vehicle and/or a personal vehicle. Exposure to toxic or caustic chemicals, fumes, airborne particles, prolonged vibration from machinery, and other hazards is possible while performing essential duties.
