Position Specific Recruitment
This position-specific recruitment is open to anyone who meets the minimum and selective qualifications listed below. The resulting list of eligibles will be used to fill this Motor Vehicle Administration (MVA) position or function only.
The Maryland Department of Transportation Motor Vehicle Administration (MDOT MVA) is seeking a qualified candidate for the position of Financial Analyst (Administrator I). This position provides financial management and technical support for the administration and implementation of programs and projects of the MDOT MVA Highway Safety Office (MHSO).
Some of the essential duties of the Financial Analyst (Administrator I) include, but are not limited to the following:
Maintaining, troubleshooting, and providing training for users for the online grants management system: Grant for Projects and Safety (GPS). Users include Maryland Highway Safety Office (MHSO) staff and grantees
Reviewing current internal and external financial processes for improvements to the financial and grants management process including the online system
Recommending, developing, and implementing necessary improvements to increase efficiency and streamline processes
Reviewing project reimbursement claims for eligibility of costs in accordance with project agreements. Processing reimbursement payments to project agencies in the Grants Management system and providing direct input of data for payment to grantees into various online systems
Maintaining financial grant filing systems
Developing, conducting, and facilitating training sessions for existing and potential grantees to prepare funding applications. Developing, conducting, and facilitating Grant Management Training sessions for all grantees on required paperwork, financial requirements, and MHSO guidelines and policies
Reviewing proposed project applications for funding eligibility in accordance with USDOT funding guidelines, rules, and regulations and making recommendations to the Grant Review Team for funding
Establishing funding levels for program areas and monitor state and federal fund expenditures in program areas and execute program changes as necessary and entering proper documentation in the National Highway Traffic Safety Administration (NHTSA) Grant Tracking System (GTS) to ensure appropriate reimbursement of federal funding
Participating in the annual budgeting process for MHSO and assisting with development of the financial section of the Highway Safety Plan and Annual Report as required by NHTSA
Preparing correspondence and reports to communicate with partners and grantees, and providing financial management, guidance, and technical support to MHSO staff and grantees, especially with respect to eligibility of costs and grant procedures
Participating in project site visits to monitor projects. This involves reviewing all project-related paperwork and financial documents to determine if funds have been spent in accordance with agreements. Maintaining inventory of equipment purchased with federal funds and performance of annual tracking and certification of this equipment
Providing oversight and training to internal staff and grantees regarding the Federal Funding Accountability and Transparency Act as well as the Single Audit requirements of the federal grant funding and reimbursement process
The current vacancy exists in MDOT MVA’s Maryland Highway Safety Office in Glen Burnie, MD (Anne Arundel County).
Qualifications
Minimum Qualifications:
Education: A bachelor’s degree from an accredited college or university
Experience: Four (4) years of experience in administrative or professional work. ** Two (2) years of this experience must have included grant management to include: tracking and managing project or program budgets or developing and maintaining financial reports.
**SELECTIVE QUALIFICATION recruitments are utilized when the position requires specific or additional bona fide occupational qualifications (knowledge, skills and abilities). No substitutions are allowed for a Selective Qualification.
Notes:
Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.
Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.
Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.
