MAA is currently accepting applications for the position of DOT Procurement Officer Trainee within the Office of Procurement & Materials Management at the Baltimore/Washington International Thurgood Marshall Airport (BWI Marshall Airport).

Responsibilities include but are not limited to the following:

  • Monitoring and managing the documentation preparation and development, and processing of complex procurement contracts, that are often lengthy and detailed through award and execution.

  • Responsible for the distribution and control of solicitations, assembly of bid/contract documents, distribution of addenda, and document preparation in the contract approval process.

  • Assembling documentation in preparation for the Maryland Board of Public Works (BPW) Agenda items for construction, maintenance, service, and architectural and engineering Contracts.

  • Preparing Procurement Review Group documentation, Notice of Recommended Award Packages, and Contract Executed documents.

  • Assisting in the procurement of all construction, architectural and engineering (A/E), consultant, services, maintenance, acoustical, specialized equipment, information technology, commodities, and small procurements.

  • Maintaining project spreadsheets and monitor contract expirations, certificates of insurance, bonds, and document handling.

This position is located at BWI Marshall Airport in Anne Arundel County, Maryland.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor’s degree from an accredited college or university.

Experience: None

The ideal candidate for this position will possess the following:

  • Experience with document management and project tracking

  • Experience with excel or a similar software for project and data management.

    Notes:

    1. Candidates may substitute professional or paraprofessional contract management or procurement experience on a year-for-year basis for up to four years of the required education.

    2. Candidates may substitute administrative or professional work experience on a year-for-year basis for up to four years of the required education.

    3. Candidates may substitute certification as a Certified Purchasing Manager from the Institute for Supply Management/National Association of Purchasing Management; Certified Professional Contracts Manager from the National Contract Management Association; Certified Public Procurement Officer or Certified Professional Public Buyer from the Universal Public Purchasing Certification Council (National Institute of Governmental Purchasing, Inc. or National Association of State Procurement Officials) for the required education.

  1. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Contracting, Industrial Management or logistics specialist classifications or administrative support specialty codes in the procurement or financial management fields of work on a year-for-year basis for the required education.

Licenses & Certifications

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
