Naval Facilities Engineering Command FACILITY SUPPORT CONTRACTS BRANCH HEAD in Annapolis, Maryland

Summary You will serve as a Facility Support Contracts Branch Head in Public Works Department of NAVAL FAC ENGINEERING CMD WASH. This is a temporary appointment not to exceed (1) year. This is an Obligated Position. Position obligated to an overseas employee with statutory return rights. Responsibilities You will analyze program strategies to determine compliance with regulations, procedures, and management practices. You will advise management on various types of contract strategies related to business operations to achieve optimum results. You will assess employee work performance to determine if they are meeting established performance objectives. You will identify actual or potential problems area and initiate or direct corrective action to ensure the application of sound management practices and procedures. You will develop quality assurance contract criteria and preparation of quality assurance plans, contract specifications, and inspection reports. You will monitor business performance metrics and strategic plans to accomplish command's mission. You will manage Pre- and Post-award FSC contract action development, Pre-award specification development of CAT III/IV work, and the Post-award Performance Assessment oversight of the FSC Contracts. You will ensure processing of all FSC actions and tracks with Acquisition Branch, using NAVFAC-designated web-based applications and databases (e.g., eProjects, eContracts) as well as any local tracking mechanisms. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing Performance Assessment Representatives (PAR), Facility Support Contracts Managers (FSCM), Specification Writers (SW), and Engineering Technicians; 2) Monitoring contractor's to ensure adherence to safety measures, wage and hour laws, and labor relations; 3) Developing cost analysis schedules and cost estimates for new solicitations; 4) Overseeing execution for scope of work and government estimate development and oversite of contractor performance on small construction jobs; 5) Managing budgets to support staffing and resourcing; 6) Establishing internal policies, operational guidelines, and processes to meet best practices for an organization.
