Job Location:Anchorage, Alaska

Position Summary:A position at any level at Owl Ridge requires the incumbent support all aspects of our services requiring analytical thinking and process management. Our competitive advantage as a small company is that we provide experts on a broad range of the sciences and on management of process. Each employee is expected to bring a high level of knowledge in their discipline (e.g., biology, geology, hydrology, engineering, GIS, sociocultural, or economics) and in the role for which they are hired.

As a Regulatory Analyst you will work directly with project managers to support our clients in a variety of needs, including specific knowledge as it pertains to the Alaska regulatory environment, particularly mining and oil and gas sectors, and ANILCA and ANCSA. The successful candidate will display a high level of knowledge in federal, state, and local statutes, regulations, compliance, and process, and be able to apply these skills outside of the United States.

The Regulatory Analyst will function as a professional in the field of science working with specialized knowledge and exercising independent judgment. You will have the ability to work with minimal supervision, incorporate analytical thinking and a broad understanding and management of the regulatory process into the deliverables required by our clients.

Your responsibilities and job duties at Owl Ridge will include but are not limited to:

  • Prepare regulatory permits, forms, and related documents for various jurisdictional agencies.
  • Develop procedures to improve our current regulatory process and tracking systems.
  • Lead and implement an effective administrative management process for all projects.
  • Interface with company personnel, clients, and agency representatives to ensure timely processing of the required documents so that client objectives and agency requirements are met.
  • Solid understanding of the regulatory environment that drives the scientific and data needs of the project.
  • Prepare technically sound and legally defensible analyses and environmental assessment documentation.
  • Conduct a wide range of public involvement activities through in-person meetings and online applications.
  • Evaluate, analyze, and incorporate data in a clear and concise manner into regulatory documents.

Position Qualifications and Desired Skills:

  • S./M.S. or higher education in biological sciences or related discipline. Education can be substituted with 5 or more years professional experience in regulatory compliance and permitting.
  • Knowledge of and experience with all aspects of federal, state, and local regulatory process and compliance programs in Alaska for projects in many sectors.
  • Knowledge of and experience with the regulatory process and compliance requirements for NEPA, ESA, MMPA, Magnuson-Stevens Act, and CWA.
  • Knowledge of and experience with ADNR, ADFG, ADEC, and NSB regulatory process, permitting process, and compliance programs.
  • Demonstrate that your regulatory and permitting experience is applicable to the position and a willingness to tackle tasks outside your core expertise.
  • Able to work independently and organize workload.
  • Strong writing and editi g skills.
  • Effective verbal communication and problem solving.
  • Proficiency with MS Office (Word, Excel and Access), MS Visio, MS Project, and SharePoint

Travel Requirements:This position may require occasional travel to remote Alaska locations and other Owl Ridge offices.

Compensation:Compensation is commensurate with experience and position.
